Islamic Relief Syria operation is currently looking for the flowing position:

Job Title: Monitoring and Evaluation Officer

Job Location: Syria/Idlib

Reporting to: MEAL Coordinator

Reference: M&E/O-SY-002/2016

Closing date: 10/02/2016

JOB SUMMAR

Under the direct supervision of the MEAL Coordinator , the M&E officer will be responsible for designing, developing, implementing and coordination of the all monitoring activities and aspects, this include financial, physical monitoring of the context and on-going activities, framework and systems.

The M&E Officer will also work closely with the Area supervisor, and the Program team as well. The M&E Officer will be based in Idlib Office – Syria, with frequent travel to the projects sites in other sub offices.

Duties and Responsibilities:**

Programming/Planning this involves:**

1-Initiate and coordinate planning activities

• Assist in the development of monitoring and evaluation vision /strategy / plan for Syria

2-Monitor and evaluate project implementation, This involves:**

• Design and develop a monitoring, Evaluation, Accountability and Learning approach/ tools and system in support of the projects and overall programs of IR Syria.

• Contribute in development of program/project log frames theories and change and any other accountability M&E frameworks and formats demanded by the donors and ensure commitments to donors and other stakeholders are aligned with organizations internal M&E systems.

• Participate in regular project reviews exercises.

• Coordinate with field Project team to ensure regular field visits to project sites and data collection.

• Monitor the implementation of the work plan and project activities through collection and analyses of qualitative and quantitative date and ensure that they are implemented according to work plans and agreed schedules.

• Leading monitoring and evaluation teams and conducting assessment, design and planning, development of methodology of tools, data analyses, report writing with constructive recommendations.

• Review of monthly, progress reports, quarterly, annual reports, and other reporting requirements.

• Assuring the compilation/documentation of program related information, processes, lessons learned, and success stories of the project.

• Develop periodic assessment and reporting templates and guidelines

• Building the capacity of field staff in developing, using and maintaining M &E systems by providing technical support, training and guidance, coaching and mentoring for effective program/projects implementation.

• Review follow-up projects proposals for the entry point sectors and new sector interventions.

• Assist the program staff to proactively use M&E information and tools.

• Carry out any other duties as requested by the Line supervisor.

3-Assist in implementation of new sectoral interventions This involves:**

• Advice on needs assessments for new situations as required.

• Assist in project baseline studies as requested by the operation coordinator and help in reviewing draft reports submitted by program team.

• Provide technical assistance in project planning, assisting programs in translating operational plan into actions, defining work priorities and performance through participatory mentoring and onsite visits as needed and requested by projects coordinator

4-Others This involves:**

• Participate in core management team activities

• Represent the field office in coordination meetings and any other meetings as requested

• Providing regular feedback to the Meal coordinator, and the country office.

• Assist in the documentation of the project meetings/workshops.

• Support in the development of promotional materials, project stories quarterly reports.

Language Skills

• Fluency in English and Arabic required, written and oral.

Qualifications and Experience

• University degree in either Statistics, Economics, Population Studies, Development Studies, Monitoring and Evaluation, Project Management or other relevant field.

• At least 2 to 3 Years relevant experience of Monitoring and Evaluation.

• Work experience in food security, livelihood, health & nutrition, WASH, education, community driven development projects and recovery programs.

• Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).

• Competency in the use of statistical packages like Excel, SPSS, STATA, Mutlab and Epi-Info.

• Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to develop and analyze problem and make strategic decision.

• Strong ability to work with team and work independently and meet tight deadlines.

• Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.

• Previous experience in conflict area will be an asset

• Experience in the usage of computers and office software packages, experience in handing web based management systems.

• Proficiency in MS office and the ability to use software necessary for information management and reporting. (excel and word is a must )
