Project background

Islamic Relief Worldwide (IRW) is committed to the international humanitarian commitments of ‘Leave No One Behind’ and the Core Humanitarian Standards drawing on our Gender Justice, Child Protection, Inclusivity and Conflict Sensitivity[1] experiences and policies[2]. IRW ensures its work has the greatest positive impact on the lives of all women, men, girls and boys of all ages and abilities whom we serve.

Funded by SIDA, IRW is piloting a protective inclusive approach to programming in six Country Offices (Gaza, Syria, Iraq, Yemen, Ethiopia and Pakistan). The overarching guidance is imbedded under protection mainstreaming principles. The programmes started March 2017 and will finish Feb 2018, each one of them is delivering a different intervention in different sectors. The project is implemented by IRW Programme Quality Department with focal points in 6 country offices.

Objectives

IRW is seeking a consultant with a proven background in developing training materials/tools on topics related to gender, inclusion, child protection and protection mainstreaming to help consolidate the development of a standardised protective and inclusive training package, intersectionality analysis tool and review IRW marker tool.

IRW has developed a training package on protective and inclusive programming that brings gender, age, disability and child protection under protection mainstreaming umbrella with a focus on intersectionality, data and GBV. The training package is addressed to IRW staff internally in all country offices (CO). It consists of three main documents; facilitator guide, trainee handbook and power point slides.

IRW has also developed an intersectionality analysis tool that was piloted within those programmes in the 6 countries that was developed based on the Moser Framework for gender analysis. We are currently collecting data in the COs to support learning around the usage of the tool.

In addition, IRW has created a Marker tool to enable country offices to have a unified approach to conflict sensitivity, child protection, gender, age and disability inclusion of any particular humanitarian intervention.

scope

The scope of this assignment is to equip programmes quality and country offices with tools and resources to ensure protection and inclusion is mainstreamed throughout the programme’s lifecycle.

Methodolgy

In supporting the development of the training package and the production of the intersectionality analysis guidelines and marker guidelines, we expect the consultant or company to adopt a participatory and flexible approach including;

· Desk review of IRW documents and policies that are relevant to the training package development.

· Literature review of existing training packages in the sector that cover topics on gender, age, disability inclusion, child protection and protection mainstreaming.

· Literature review of existing relevant minimum standards to ensure the deliverables meet minimum standards and additional supporting documents.

· Desk review of the existing IR materials of intersectionality analysis and marker tool

· Meetings and interviews with key staff in IRW HQ and field staff, maximum 20 persons.

· Attending one regional learning event outside the UK, location to be confirmed, and carrying out interviews with focal staff attending from each CO.

· Guiding local staff or potential local consultants for any additional data collection exercises as required.

Project requirements

The successful bidder is expected to have:

· Significant experience in portfolio, programme and project delivery in an international development context

· Understanding, experience and knowledge of gender, inclusion, protection mainstreaming programmes and operations

· Proven experience in writing guidelines or manuals in humanitarian context

· Outstanding analytical skills

· Excellent writing and communication skills

· Experience in design and illustrations

· Adaptable and ready to work with a range of approaches as best fits each of the programmes, countries and teams within the portfolio

· Experience of working with a culturally diverse client group

· Engaging and be able to relate to a range of cultural backgrounds and able to build effective relationships

Project output

· Training package on inclusion and protection with facilitator guide, powerpoint presentation and trainees workbook

· Learning piece to understand the use and practicality of the intersectionality analysis tool

· Guidelines for maximising the practicality of the Marker tool

Terms and conditions

Consultant is expected to provide best payment terms. Our preferred payment terms are beneath though we can be flexible.

Programme’s quality team will provide support and guidance and ensure smooth communication with 6 country offices.


How to apply:

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from January 2018 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Programmes Quality Department of IRW.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the assignment and will be paid on net payment terms 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter with a company profile(s) and CV’s of all consultants including the lead consultant(s).

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.

  4. Technical competency for this role

  5. Demonstrable experience of developing similar training courses
