PROJECT BACKGROUND

Reducing the impact of conflicts and natural disasters in one of the four global goals of Islamic Relief’s Global Strategy for 2017-2021, and as part of this goal, Islamic Relief is committed to continually improve its national, regional and global response efforts by focusing in strengthening the disaster preparedness of communities in the target areas and increasing the capacity of local responders and Islamic Relief’s surge capacity mechanism.

The Humanitarian Department oversees disaster preparedness and timely and effective response to disasters and emergencies to reduce suffering and loss of life. The Humanitarian Department supports Islamic Relief’s capacity to respond to anticipated humanitarian crises by coordinating the deployment of emergency personnel to the site of the crisis within 72 hours and by ensuring staff are recruited and retained for emergency programmes.

Islamic Relief started its operations in Asia region in the early 1990s and since then, has established its offices in Afghanistan, Bangladesh, China, India, Indonesia, Pakistan and Sri Lanka respectively. Additionally, offices in the Philippines (2013), Nepal (2015) and Myanmar (2015) were set up in response to major emergency operations. The office in Malaysia is primarily a fundraising office, however, it also runs in-country field operations including emergency responses.

Most of the country programmes are directly implementing projects while China, India, Sri Lanka, Nepal and Myanmar are working through local partners and peer agencies. Most of the country programmes have been historically involved in small to medium scale emergency responses as part of strategic priority area.

The Humanitarian Department (HD) has responded to major emergencies in non-presence countries in Asia including Myanmar, Philippines and Nepal in the last few years. The HD has also provided initial surge capacity in medium to large scale emergency responses such as Pakistan floods in 2010.

Since 2014, the HD has developed a regional team led by the Regional Humanitarian Manager (RHM) and supported by a Disaster Preparedness and Response Coordinator (DPRC) to enhance organizational readiness at country and regional levels through comprehensive preparedness planning, surge capacity, standardisation of systems and business processes, capacity building and developing partnerships and collaboration to increase IR’s outreach.

Islamic Relief’s country offices/missions are primarily responsible in responding to small and medium scale emergencies in their respective countries. Therefore, IR’s country leadership and disaster preparedness capacity plays a critical role to measure the efficiency and effectiveness of the emergency response.

Good leadership is essential in emergency response since emergencies disrupt day to day activities in the office. Oftentimes, emergencies affect all the staff in the office and require teams to work for additional hours and to deliver outputs faster. It is essential that the Country Director (CD) can ensure that the team is prepared and willing to respond to an emergency, and is also aware of the impact that it will bring to the team.

The attitude of the Country Director (CD)/ Head of Mission (HoM) and senior management team is a key element for the success of the response. The CD/HoM needs to be able to set the agenda and clear lines of responsibilities, to pre-empt internal frustrations, to ensure that Islamic Relief is well represented externally as an effective response organisation to uphold the reputation of the organisation, and to help in raising sufficient funds.

Objectives

Islamic Relief Worldwide- Humanitarian Department’s Strengthening Response Capacity and Institutional Development for Excellence (STRIDE) Project is a two-year project with an overall objective to improve efficiency and effectiveness of Islamic Relief’s humanitarian response primarily in Asia.

One of the key activities of the STRIDE project is to build the capacity of Senior Managers to provide effective leadership in humanitarian response. The delivery of the Humanitarian Leadership Learning Event is one of the concrete activities to address this capacity need. A Training Needs Assessment (TNA) will be done to ensure a customized training module will be developed and delivered to the identified participants based on IR’s experience and context in humanitarian response.

The Islamic Relief Worldwide- Humanitarian Department is seeking for a qualified External Individual Consultant or Organization to engage in the delivery of the Humanitarian Leadership Learning Event for Country Directors, Heads of Mission, and Senior Managers. The consultancy engagement will also include the conduct of the Learning Needs Assessment (LNA), and the formulation of modules, methodology, post-training follow-up process, and training reports.

Objective:

The humanitarian leadership learning event aims to provide an orientation to IR’s senior managers in Asia on their roles and responsibilities for an effective and efficient emergency response.

More specifically:

  • To ensure that Senior Managers are aware of their responsibilities and what this will require of them;

  • To understand the needs and requirements of the organisation at country, regional and global levels (in terms of delivering response, reputation and ensuring adequate funding can be raised);

  • To ensure the Managers are aware of the key elements of IRW business processes, how they relate to decision making at the field level, and how and where to access them;

  • To be aware of key critical areas and factors for emergency response’ scale up in relation to proportionality;

  • To be aware of relevant response structures in the country- government, UN and NGO- and need for regular engagement in such structures;

  • To manage the transition from relief to recovery;

  • To engage in networking and resource mobilisation;

  • To learn new humanitarian trends including but not limited to localisation, collaboration, and technology.

Working with the Humanitarian Department, the Consultant will:

  • Undertake a specific Learning Needs Assessment (LNA) focusing on what the participants would specifically like to know, and what they know about humanitarian response structures in their countries. The LNA would also identify necessary skills and competencies required in leading/ facilitating category 2 and 3 emergency responses by 18-20 selected senior staff (Country Directors/ Head of Missions, Programme Managers, Regional Desk Coordinators, and Regional Technical Managers) in Asia region. Since people rarely know what they do not know, the LNA could further focus on what systems are in place and who leads disaster response in their respective country.

  • Based on identified needs as well as specific requirements, develop humanitarian leadership learning modules including exercises session plans and facilitators notes.

  • Develop and finalise training methodology (run of play) through a consultative process and deliver/facilitate humanitarian leadership learning event in Asia. Learning events must be based on group work and peer-to peer learning and focusing on using the tools over lecturing. The training shall utilise adult learning methods and employ peer-to-peer learning.

  • Develop and deliver a 4 or 5- day learning event to address the learning expectations and objectives of the participating Senior Managers and to build knowledge and awareness to effectively lead an emergency response.

  • Design a post-event follow-up process to document learning and measure improvements.

  • Submit a Final report including observations and recommendations related to capacity enhancement of individual participants and the organization.

Scope

To develop a training module and deliver humanitarian leadership learning event, we are looking for a senior humanitarian professional with at least ten years of international experience in designing and managing large scale emergency responses preferably with International NGOs, and who:

  1. Can demonstrate high level of understanding in dealing with emergency response systems and business processes at regional/global level.

  2. Has knowledge and experience in designing and delivering humanitarian leadership trainings for national/ international NGOs preferably at a regional level. Certified trainer is desired.

  3. Has knowledge and experience in humanitarian staff development particularly in behavioural competencies, preferably for senior leaders at country/ regional levels.

  4. Desirably has knowledge of and experience in Asia.

Has sound understanding of current humanitarian environment. Contribution to a recent published research/study is desirable.

Terms and conditions

During the consultancy period,

IRW will cover:

  • International and local travel of the consultant to and from training venue
  • Accommodation during the training period
  • Consultancy fees

IRW will not cover:

  • Tax obligations as required by the country in which he/she will file income tax
  • Any pre/post assignment medical costs. These should be covered by the consultant
  • Medical and travel insurance arrangements and costs. These should be covered by the consultant

How to apply:

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from October 2017 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Humanitarian Department of IRW.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter with a company profile(s) and CV’s of all consultants including the lead consultant(s).

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
