DEPARTMENT / PURPOSE: Programme Department
Programme Department oversees IRW programme portfolio and includes monitoring and reporting on active projects and portfolios (following up project until completion), and reporting progress to management for strategic decisions.
It defines and maintains standards for project management and implementation within the organization.
JOB PURPOSE:
Community DRRM Service Development Officer (CDSDO) will work under the overall direct supervision and guidance of the Project Manager.
He / She will be responsible for conducting range of tasks round improving barangay DRRM services, working very closely with the target communities in a concerted effort to enable them to transition to peace and manage and resolve their differences and disputes through non-violent approaches. He/She will be responsible for representing the organization with beneficiaries, and, on occasion, a range of external actors, including: local /provincial /national governmental authorities, UN agency, peer organizations, national NGOs, and private sector staff.

I) KEY OBJECTIVES
The holder of this position will be a proactive individual, keen to facilitate the improvement of human security and stability through access to basic services that is projected to result in the decline in core grievances in communities. The CDSDO shall support the development of barangay disaster risk reduction and management services of armed conflict affected and vulnerable municipalities and communities of Maguindanao province, enabling them to implement DRRM plans that were developed in the previous phase of the project. Inherent in this key objectives is the promotion of the protection of women and children in the covered communities as part of rights promotion and disaster mitigation and response strategies. With projects covering multiple sectors, IR CDSDO will be required to be flexible in the conduct of their work and able to take direction to support the priority needs of the host community.
II) JOB SUMMARY
Working with the project implementing team, the CDSDO/consultant will lead in the implementation of implementation and supervision of the delivery of projects and activities leading to the improvement of community DRRM services to individuals, families, communities, local government unit, and partners in IRW programme locations.
This will include completing a range of tasks in capacity building, mentoring, development facilitation, linkage building, and enabling sustainability of emerging good practices in DRRM services. This range of tasks is inclusive of reporting of program and project activities at field and office levels and serve as liaison between community and the project implementing team.
III) MAIN DUTIES AND RESPONSIBILITIES
- Work according to detailed implementation plans as directed by the Project Manager;
- Organize and facilitate meetings with target communities, BLGUs and MLGUs;
- Facilitate completion of the birth registration and certificate distribution
- Facilitate distribution of the DRR Devices and Equipment in 10 barangays
- Facilitate the collaboration of the Bangsamoro Women Commission, Darul Ifta and the IRW in the conduct of the Training on the Protection of Women and Children
- Work in adherence to IR policies and procedures
- Reports to IRW-SIDA Peacebuilding Manager

- Three Municipal Meetings of IRW Channel of Hope Action Team (CHAT)
- Additional PSA Certification Verification of Names for Residents of Kalipapa, Datu Piang
- Darul Ifta Islamic Guidance on the Community Responsibility in Protecting Women and Children
- One collaborative Meeting between Bangsamoro Women Commission, Darul Ifta and other Agency for the Training on the Protection of Women and Children
- 50 community leaders trained in the Protection of Women and Children
- 10 Barangay Program on the Turn-over of DRR Devices and Equipment
- 10 Deed of Acceptance of DRR Devices and Equipment
V) PERSONAL SPECIFICATION
ESSENTIAL
Qualifications
- A graduate of social science course.
- At least 5 years of experience in community development.
- Exposure to the Bangsamoro governance and local culture.
Knowledge/Experience
- Knowledge of community based approaches in humanitarian and development setting.
- Knowledge of participatory barangay governance
- Technical competence in barangay development planning and implementation, particularly in DRR and Peacebuilding.
- Knowledge in the protection of women and children.
Skills
- Excellent communication skills; able to communicate and report on technical points, both oral and in writing;
- Ability to facilitate popular education, training and workshops;
- Ability to animate community participatory action;
- Able to build productive working relationships with local authorities, colleagues, and members of other organizations.
- Problem solving skills and self-management.
- Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.

Languages
- Fluency in Maguindanao dialect
- Fluency in English (written and spoken is desirable).

- Good IT skills: Microsoft Office Word and Excel.
