DEPARTMENT / PURPOSE: Programme Department

Programme Department oversees IRW programme portfolio and includes monitoring and reporting on active projects and portfolios (following up project until completion), and reporting progress to management for strategic decisions.

It defines and maintains standards for project management and implementation within the organization.

JOB PURPOSE:

The holder of this position will fulfill a key role in delivering income generating projects to identified municipalities/communities in Maguindanao province. And able to identify and deliver creative solutions for the strengthening of existing and new livelihoods options.

The Livelihood Officer will work closely with the Project Manager (SIDA) and Programme Manager to promote feasible income generation and employment strategies for identified project areas/communities, ensuring equal access for women and men to contribute to meeting basic and other livelihoods needs to improve the wellbeing of disaster affected communities.

REPORTING TO: Project Manager (SIDA)

I) SCOPE OF RESPONSIBILITIES

This position holds responsibility for supporting the high quality and effective delivery of livelihoods projects to support in the identified communities/municipalities of Maguindanao. Projects geared to promote feasible income generation and employment strategies in armed conflict affected and vulnerable communities, ensuring equal access for women and men to contribute to meeting basic and other livelihoods needs to improve the wellbeing of affected communities.

With the identification and prioritizing of the most vulnerable persons within the communities in which IR is working, the Livelihood Officer will report directly to the Project Manager (SIDA) and will be responsible for supporting multiple communities in several locations if need be.

He/she will also be responsible for representing the organisation to beneficiaries and external actors, including local authorities and occasionally UN agency, peer organization, national NGO, and private sector staff.

II) JOB SUMMARY

III) MAIN DUTIES AND RESPONSIBILITIES

  • Conduct/assist assessments targeting a range of potential Livelihoods needs in target areas.
  • Utilise strong knowledge of local industries, particularly agriculture, fisheries, and small scale business to recommend creative solutions for the strengthening of existing, and development of new, income opportunities for the affected population.
  • Ensure the project develops the strengthening and diversification of livelihoods/income opportunities for affected populations.
  • Complete a range of tasks according to a detailed work plan developed specifically for Livelihood related projects.
  • Assist the Project Manager (SIDA) in ensuring compliance with appropriate financial procedures for all activities in respect with donor requirements and IR procedures.
  • Continuous review of the work delivered and recognition of additional and/or changing livelihood needs of the affected population.
  • Provide technical and adequate information for project proposals, monitoring, and reporting.
  • Liaise and coordinate with local authorities and community representatives as guided by the Project Manager (SIDA).
  • Support supervisor/manager to ensure Field Reports are prepared on time and according to donor/organisational requirements.
  • Provide technical support in the procurement of Livelihood related items.
  • Provide technical guidance and represent IR to beneficiaries and affected communities.
  • Ensure that the project meets national and international labour standards and is implemented in recognition of international codes of conduct (i.e. HAP and Sphere).
  • Conduct monitoring activities and assist with reporting feedback from beneficiaries, affected communities, and local authorities.
  • Work closely with IR colleagues to develop a thorough contextual understanding to avoid knowledge and performance gaps.
  • Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP guidelines**.**
  • Any other assignment given by supervisor/manager.

IV) ACCOUNTABILITIES

  • Work independently on tasks related to project delivery with periodic reporting back to supervisor/manager;
  • Make recommendations on project implementation and its daily management responsibly based on available resources, skills, knowledge, and access to affected communities;
  • Delivery of appropriate activities in close consultation with local authorities and communities;
  • Proper use of financial resources, equipment and project utilities; and
  • Work in adherence to IR’s policies and procedures.

V) PERSONAL SPECIFICATION

ESSENTIAL:

Qualifications

  • A university degree in a related field is required.
  • Knowledge of local industries and techniques.
  • Experience in livelihood interventions in emergency response operations is desirable but not essential.
  • Supervision of staff. Knowledge of community based approaches for humanitarian and development settlings.
  • Competency with the analysis of complex information, and developing clear, informed recommendations or decisions.
  • Ability to plan, coordinate and implement technical operations to a high standard of quality and efficiency.
  • Able to use participatory methodology throughout all stages of the Project Cycle.
  • Knowledge of humanitarian standards (such as HAP and SPHERE) is desirable.

Skills

  • A pro-active and motivated individual, self-starter.
  • Excellent interpersonal skills and the ability to build working relationships quickly and to work sensitively with people from various cultural and social backgrounds.
  • Excellent communication skills - able to communicate and report effectively, both orally and in writing.
  • Able to form recommendations for creative solutions in problem solving.
  • Sound knowledge and commitment to participatory approaches when working with communities.
  • Willing to learn local mechanisms, culture and humanitarian and development issues of the region.
  • Good numeracy skills with knowledge of local markets and cost estimating are desirable.
  • Communicates honestly, openly, and consistently. Shares information appropriately and ensure that views of all members of the team are freely expressed.
  • Encourages positive viewpoint.
  • Willing to adapt to IRW’s norms and values without compromising personal beliefs and principles.
  • Good interpersonal skills and the ability to build working relationships quickly and to work sensitively with people from various cultural and social backgrounds.

Languages

  • Fluency in English (Written and spoken) is essential. Knowledge of languages in Mindanao is desirable.

IT Skills

  • Knowledge of Microsoft Office Word and Excel is essential.

DESIRABLE:

Knowledge/Experience

  • Technical competence in at least one of the following sectors: livelihoods, WASH, DRR and Peace Advocacy.
  • Knowledge/Experience with disaster prevention/mitigation construction techniques is desirable.

Disposition/Approach

  • Should be prepared to do field visits in other locations within the Philippines.
  • Able to work flexible hours when necessary to carry out the task completion.
  • Flexible & patient, able to take direction from supervisor/manager.
  • Ability to work on his/her owns initiative as well as a part of a team.
  • Shows a good understanding of humanitarian principles and sympathy with Islamic Relief’s values, as well as a commitment to Islamic Relief’s vision and mission.

Physical

  • Energetic and able to operate in situations which may be arduous.
