Position Title : Monitoring Evaluation Accountability and Learning Coordinator (MEAL) -01 (National Position)

Duty Station : Mogadishu with frequent travel to whole Somalia

Duration of Initial Contract: 6 months with possibility of extension.

Background

Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.

Job Purpose

The job holder is accountable for fulfilling his or her roles and responsibilities as outlined in this job descriptions ( beyond as needed and or assigned by his/her line manager) in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. We expect that the job holder maintains confidentiality of the organization and represents him or herself to the society up keeping the Islamic values of Islam.

Main duties and responsibilities

  • Facilitate, setting up baseline survey/studies for existing and upcoming projects
  • Help setting Key Performance Indicator (KPIs for activity, outputs and outcomes levels) of all projects
  • Train project staffs on how to what to capture as to perform monitoring activities
  • Organize, participate and facilitate quarterly reviews of projects against KPIs, write review reports
  • Facilitate, participate in and document project reviews and evaluations and ensure learning is understood and disseminated to field and head office based stakeholders.
  • Write case studies and success stories from field project work.
  • Promote and encourage staff openness to learning, and identify issues from project experience for analysis, dialogue and possible incorporation into emerging best practice and policy formulation.
  • Monitor and facilitate programme progress to ensure compliance with donor rules and highlight areas of insufficient compliance to Senior Management.
  • Review and develop tailor-made tools for the Monitoring, Evaluation, Accountability and Learning unit.
  • Lead and train qualified field staff for carrying out regular MEAL
  • Support and ensure the design and implementation of baseline/midline/and other surveys according to specific work plans.
  • Analyze collected information and make recommendations to the programme team on project qualities
  • Supervise the development of a central information management system which will plan, monitor, evaluate, maintain and disseminate the results, outcomes and impact of activities.
  • Carry out appraisals for MEAL Unit staff across the mission as required by Islamic Relief guidelines and ensure proper, adequate training is carried out
  • Define and develop MEAL plans at program design stage together with Technical Coordinators
  • Ensure the quality, timeliness and dissemination of all related outputs of the MEAL Unit internally and externally after proper validation.
  • Ensure that project M & E teams use appropriate methods/tools necessary for the achievement of program quality. This may include but is not limited to needs analyses/baseline surveys, logical frameworks, etc.
  • Advise and update the Technical Coordinators on all aspects of monitoring, evaluations, accountability and learning regularly.
  • In collaboration with the Technical Coordinators prepare, organize and carry out needs assessments according to IR Somalia priority, integrated across sectors whenever possible.
  • Ensuring that lessons in planning, monitoring, evaluation, learning, accountability and impact assessment are documented, shared and considered in the design of new projects and technical plans and are discussed during periodic program reviews and ultimately fed into current work and future program development.
  • Ensure that monitoring and evaluation is done not only for documenting and sharing achievements and lessons but also for fostering best practices towards beneficiary participation, non-discrimination, sustainability, and accountability to beneficiaries.
  • Define priority programs to evaluate based on strategic importance and internal learning objectives together with the coordination team.
  • Establish ToRs for each planned evaluation and conduct/facilitate evaluations
  • Perform any other assigned duties and responsibility by the Country Director
  • In association with the communications and media team, establish and upkeep a photo/video archive per project and use them as needed.
  • Manage the specific budget allocated and any staffs coming under your management.

Minimum Qualifications, Experience & Skills

· Substantial experience (at least 5 years working with a humanitarian/development organisation preferably in Somalia including significant experience as senior M&E with highly reputable organisation.

  • University degree in related academic discipline (statistics, Development studies with excellent ability to design and implement MEAL for a progressive organization like INGOs or UN Body.
  • Skills and experience PME systems. Familiar with latest tools for M&E systems.
  • Ability to produce high quality reports in English especially technical reports
  • Ability to work with limited supervision from line manager.
  • Experience of working with partners and a participatory approach.
  • Fluency in written and spoken English and computer literate, Somali is an advantage.
  • Commitment to and be to understanding of IRWs aims, values and principles, policies and procedures
  • Willing to live and work in Mogadishu with frequent trips to Puntland and Somaliland regions
  • Experience and/or an interest in working in south central with any other responsibilities in case of similar project
