Islamic Relief Syria operation is currently looking for the flowing position:

Job Title: MEAL Coordinator (**Turkish National Only)**

Job Location: Gaziantep/Turkey

Reporting to: Programme Manager

Reference: MEAL/C-TR-004/2016

JOB SUMMARY

Under the direct supervision of the Programme Manager , the MEAL coordinator will support the building of a MEAL system in Islamic Relief-Syria response, which entails: Supporting the compilation, analysis and reporting of the output tracker; Supporting the development of systems and processes for the implementation of MEAL strategy and procedure based on Islamic Relief best practice, developing frameworks to integrate impact assessment and learning and knowledge management into the program and project cycle; contribute to the capacity building of staff and partners in MEAL and management of information systems; Supporting the development of accountability systems in all field sites and encouraging community engagement, and child protection in all Islamic Relief operational areas inside Syria and Turkey.

RESPONSIBILITIES:**

· To develop overall MEAL framework for Humanitarian programs of Islamic Relief in Syria and Turkey.

· To review all Log-frame matrix and ensure that input, output and outcome level results are logically linked to create desired impact

· To review process and performance indicators of project proposals and ensure these indicators are SMART and comply with donor reporting.

· To include MEAL commitments in all proposals, budget MEAL activities and budget MEAL human resources to run and manage an effective MEAL system

· To facilitate program units in achieving minimum Standards and Standard Processes for all key program interventions to strengthen Compliance and Quality aspects of programs

· To review data tracking tools/formats/databases of program department and work closely with field monitoring and information management team for data quality, data reliability and data consistency

· To develop standard format/s for monitoring reports which essentially includes reporting on Minimum Standards and Standard Processes, beneficiaries’/communities’ feedback and Action Plan (to be agreed after debrief session with relevant program staffs)

· To regularly share monitoring reports with all relevant team members to facilitate them for informed decision making

· To facilitate program units in carrying out needs assessments, baselines and evaluations

· To document key lessons learnt out of monitoring and evaluation reports and coordinate with program team to incorporate learnings in new proposals

· To develop and scale up Accountability to Beneficiaries mechanisms which facilitate beneficiaries/communities to register timely complaints and provide feedback on Islamic Relief interventions.

· To consolidate Complaint Databases and provide a brief analysis of complaints and convert that into Learning for program improvement;

· To become part of investigation committee (if asked by management) to deal with complaints of serious nature.

· To organize learning events and workshops for program department to document lessons learnt, good practices and areas of improvement.

· To technically backstop MEAL Officers in managing, performing and prioritizing MEAL tasks

· To identify capacity building events for MEAL staff members for system strengthening and sharing of learning;

· Any other tasks given by line manager

Language Skills

Fluency in English and Turkish, Arabic will be added value, written and oral.

Qualifications and Experience

· University degree in either Statistics, Economics, Population Studies, Development Studies, Project Management or other relevant field.

· 3-5 years of monitoring evaluation, accountability and learning experience preferably with INGOs.

· Work experience in food security, livelihood, health & nutrition, WASH, education, community driven development projects and recovery programs.

· Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).

· Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to analyze problem and propose solutions.

· Strong ability to work with team and work independently and meet tight deadlines.

· Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.

· Previous experience in conflict area will be an asset

· Experience in the usage of computers and office software packages, experience in handing web based management systems.

· Ability to work under pressure, with short time frames, and in risky situations.

· Able to visit and network with health facilities in accessible areas inside Syria.

· Proficiency in MS office and the ability to use software necessary for information management and reporting. (excel and word is a must )
