This is a new position being created within IRB to provide leadership and direction to the programme team. The position aimed to harmonize different programmes and build synergies across different programme section. The incumbent is expected to provide leadership to the programme team, identify opportunities for programme expansion, cultivate donor relationship and ensure high-quality programme delivery.
Job Description:
Programme Development (30%):
Provide strategic direction to the programme team to ensure it works towards achieving IRB strategic goals in a sustainable manner and responds to humanitarian crisis effectively.
Take a lead role in the annual strategic planning process.
Design programmes and projects based on the Country Strategic Plan and the Humanitarian Response Plan.
Proactively identify opportunities to build key stakeholder relationships, and take the initiative to follow up with necessary action
Develop timely and good quality donor proposals to expand the programme, using a participatory approach involving all relevant stakeholders
Work with the closely with Country Director to identify and diversify the funding base through developing existing or new relationships with donors.
Work closely and lead the Programme team (Humanitarian and Resilience Programme, Child Rights and Economic Empowerment and Gender Justice).
Implementation and Programme Quality Management (20%):
Make key decisions in relation to the programme implementation, programme quality assurance and address problems that might arise during the implementation phase
Ensure the programme meets Islamic Relief Worldwide Quality Standards and International Codes of Conduct.
Ensure the programmes are implemented and evaluated in a consultative and participative manner through regular field visits, project reviews, and meetings with beneficiaries.
Ensure the timely submission of high-quality reports to HQ and donors, according to the appropriate guidelines.
Conduct field visits and project reviews to monitor and evaluate to ensure projects are implemented as per plans and donor requirements
Management & Others (15%):
Actively participate in the Country Management Team (CMT) meetings and decision making.
Facilitate team building across the Programmes, Islamic Relief Bangladesh and the wider organization
Motivate the programme team and ensure they have clear objectives and receive meaningful feedback on their performance.
Being a member of Islamic Relief Bangladesh as a child-friendly organization, it is the core responsibility and obligation of each and every staff member to understand and obey IRB Child Protection Policy and respond accordingly as and when required.
Deputize for the Country Director whenever required.
Networking and Coordination (20%)
Build relationships with donors, UN Clusters, Government agencies and other INGOs in Bangladesh
Ensure regular and effective communications are maintained within the programme, and with the Regional Desk at HQ including finance and other departments
Ensure visibility of programme through quality reporting and contributing to IR webpages and annual reviews.
Budgetary responsibility (15%)
Assist the programme team to develop, finalize and closely monitor the programme budget
Work closely with the Finance Department to ensure effective financial and budgetary control of the programmes, according to IRWs policy and procedures
Ensure corrective measures are taken to address over/underspends in the project budgets
