IRW entered into a PPA with the Department for International Development (DFID) for £3,000,000 (2011 – 2014). This Arrangement was extended for a further two years (2014 – 2016) for £2,000,000, thus totalling £5,000,000 over a five year period.
The PPA funds are used for delivering two distinct strategic priorities. Firstly, to contribute towards reducing global poverty by eliminating social and financial exclusion though financing of innovation and capacity building via an Islamic Microfinance programme in Kenya, Sudan, Bangladesh and Pakistan. Secondly, to fund capacity building, research, learning and advocacy leading to the development of faith sensitive policy and influencing other developments actors in five core thematic areas – gender justice, child protection, conflict and fragility, climate change, and microfinance/debt.
In addition, we also aimed to enhance organisational effectiveness through the mainstreaming of tools and approaches related to the above thematic areas, including embedding of PPA working principles: accountability, gender, value for money, improving evidence of economic empowerment tools, and policy and advocacy work.
As IRW’s five year PPA with DFID draws to a close in March 2016, and also as IRW is planning and preparing for the launch of a new global strategy, it is an appropriate opportunity not only to reflect on the progress achieved over the past five years at the level of the overarching outcomes but also to evaluate organisational effectiveness in doing so. In addition, the evaluation will also be an opportunity for IRW to grow and support programme & systems development, internal learning and future planning. As such this evaluation is to be reflective and informative with actionable recommendations.

Your proposal should not exceed 12 pages in length (excluding annexes) and must include:
· A summary of your experience relevant to this consultancy;
· Your understanding of the context;
· A suggested evaluation approach and methodology;
· A tentative work schedule and activity plan clearly linked to the timeline for this evaluation;
· A proposed budget for undertaking this consultancy;
· Where, relevant a presentation of the team, their responsible roles and levels of involvement.
