Syria

Approximately 400,000 people have been killed and more than half of the population — 11 million people — have been displaced from their homes, many multiple times. Over a third of the population are living in abject poverty, malnutrition is rife, and families’ abilities to cope are being stretched to the limit.

Islamic Relief is providing food, shelter, warm clothing, water and sanitation and health care to over four million people in the country, including in besieged and hard to reach areas. We are also providing support to enable medical centres, ambulances and bakeries to continue to operate.

Outside of Syria, we are supporting more than half a million Syrian refugees who have fled to neighbouring Lebanon, Jordan and Iraq.

IRW now requires a consultant to carry out a research on the reflection of disability inclusion in the Syrian conflict.

Project background

This research will shed a light on disability inclusion reality among Syrian refugees in Jordan. It will highlight the challenges of meeting both immediate and longer term needs of people with disabilities as part of the humanitarian response in Jordan. It will explore issues about stigma and discrimination before and after the conflict and services available to PWDs in Syria and currently in Jordan. It will demonstrate approaches and best practice to tackling education, health and economic challenges faced by PwDs in situations of conflict.

Purpose of research

The purpose of this consultancy is to;

  1. Lay out the scale and nature of disability inclusion among Syrian refugees in Jordan with case studies from our work, where possible.

  2. Highlight innovative approaches used by PWDs themselves, DPOs and other organisations to ensure PWDs are not left behind of education, healthcare and economic opporutnites.

  3. Explore how the long term needs of Syrian refugees with disabilities are addressed within the context of Jordan.

  4. Align with IRW work on refugees’ protection and inclusion.

Proposed output

The required output for this consultancy is;

A final draft report with findings to reflect on the reality of disability inclusion among Syrian refugees in Jordan.

Methodology

The methodologies that are required to be adopted for this consultancy are as follows;

  1. Desk review of disability inclusion among Syrian refugees with disabilities in Jordan including internal resources and staff observations in Jordan.

  2. Mapping out all stakeholders involved in this research (internally and externally) including PWDs, carers of PWDs, people without disabilities, DPOs, community leaders, etc.

  3. Carry out interviews/ FGDs where appropriate with PWDs, people without disabilities, DPOs, technical organisations and INGOs/ UN bodies.

  4. Finalise a report that will analyse the current situation of disability inclusion in Jordan and provide set of recommendations.

How to apply:

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from May/June 2018 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Head of Programme Quality here at IRW.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter with a company/individual profile(s) and CV’s of all consultants including the lead consultant(s).

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.

Note; The criteria are subject to change.

All quotes will be evaluated and the award made on the basis of ‘best value for money’.
