South Sudan: Gender Analysis of Life Saving Support to Conflict and Drought affected Population in South Sudan (Consultancy)

Islamic Relief Worldwide (IRW) is an international Non-Governmental Humanitarian Organization (INGO) founded in the UK in 1984 with its head office based in Birmingham, UK. IRW’s mission is to contribute to “alleviating poverty and bringing an end to the sufferings of the world poorest population. In this respect, IRW seeks to promote sustainable economic and social development by working with local communities through relief and development programmes as well as responding to disasters and emergencies, regardless of race, religion or gender.

IRW has been working in South Sudan since 2004 and now has three field offices including the country office in Juba. Other offices are located are located in Kapoeta(Narus), Wau and Warrap. IRW South Sudan has a working organogram and salary scale for the national staff which does not include the international staff.

IRW South Sudan is seeking a consultant/firm to conduct number of tasks detailed below. The scope of the work includes but not limited to, Salary and benefits survey, Review and restructuring of the organogram and Revision of the HR manual.

Context Analysis

As the conflict in South Sudan enters its fifth year in 2018, the humanitarian crisis has continued to intensify and expand, on a costly trajectory for the country’s people and their outlook on the future. The number of people in need of humanitarian assistance has reached 7 Million. The number of people uprooted since the start of the conflict in 2013 has reached more than 4 million, including 1.9 million internally displaced people, with up to 85 per cent estimated to be children and women. More than 2 million people have departed to neighboring countries—up 1.3 million since the renewed violence in July 2016. Internally displaced people’s access to services has eroded with insecurity and economic decline. Rape and other types of gender-based violence are pervasive but go largely unreported—the 1,324 cases reported in the first half of 2017 represent just a fraction of the aggressions faced mostly by women and girls, in a situation where undertaking daily survival tasks, such a collecting firewood and water, places them under threat (Crisis Overview- UNOCHA, 2017).

South Sudan ranked 169th out of 188 countries on the UN Human Development Index in 2015 and held the same rank on the UN Gender Development Index (GDI), which compares disparities between women and men in three basic dimensions of human development – health, knowledge and living standards (United Nations Development Programme (2015).

Project Background

In response to the massive humanitarian crisis in South Sudan, IRW South Sudan received funding from GAC through IR Canada to implement an integrated WASH, Health and Nutrition project in Kapoeta East and WAU.

The Lifesaving support to Conflict and Drought affected Population in South Sudan (LiCDaP) project’s main objective is to reduce the suffering caused by a lack of clean and safe water, food and nutrition insecurity and poor health for the target population in WAU and Kapoeta East. The main activities include;

• Drill 4boreholes, with 2 installed with solar Mini-yard water services and rehabilitate 10 non-functional boreholes

• Enhanced hygiene and sanitation including prevention of communicable diseases such as Cholera through increased awareness and establishment of 2 CTU supporting an estimated 4,000

• Screen, admit and treat 5,000 children <5 year, 2,000 pregnant and lactating mothers and 3,400 elderly suffering from severe malnutrition.

• Provide Primary Health care services to at least 11,000 IDPs through provision of essential medical support

• Create awareness for women household, on the importance of Nutrition with focus on infant and young child feeding (IYCF) and exclusive breastfeeding.

In order to ensure that the project does not exclude because of gender based discriminations, a full participatory gender analysis is one of the activities planned to be carried out so as to assess gender barriers, challenges and opportunities for each project component and develop and refine appropriate strategies to reduce barriers of access and control and to ensure women as well as men benefit from the activities.

Rational for the Gender Analysis

Islamic Relief in South Sudan is looking for a consultant to conduct a gender analysis of the LiCDap project in South Sudan. The gender analysis will act as an evidence based foundation for a gender strategy for the project with a focus of ensuring gender sensitive outcomes across the areas of interventions. Improve the gender responsiveness of the WASH, Nutrition and Health services by Identifying distinct gender needs, threats and vulnerabilities and approaches to ensure gender sensitive programming.

Scope of Work

The main purpose of this study is to assess the;

1. Impact of the conflict, displacement and drought on women, men, boys and girls in the project areas (WAU and Narus- Kapoeta East ) and their distinct needs and vulnerabilities in relation to WASH, Nutrition and Health services.
2. Critically examine the changing gendered roles, access to, control over resources as well as perspectives, capacities and constrains relatively towards each other in accessing WASH, Nutrition and Health services.
3. Critically examine the gendered threats and risk related to accessing WASH, Nutrition and Health services and the coping strategies adopted individually, at household level and community in meeting their basic needs.
4. Provide specific recommendations on gender mainstreaming across project activities and identify specific consideration for mitigating and preventing GBV.

Methodology

The consultant is expected to prepare a study methodology based on the project information, build on previous gender analysis and studies conducted in south Sudan; specifically on the project locations, utilise scientifically agreed gender analysis tools and frameworks. The consultant is expected to;

a. Conduct secondary data review on the gendered impact of the conflict, displacement and drought on women, men, boys and girls in WAU and Kapotea East in relation to their needs, vulnerabilities and capacities across our intervention areas.

b. Collect primary data including through; Key informant interview, Focus Group Discussions and a questionnaire.

c. The Consultant is expected to develop the KII, FGD and questionnaire tools, identify and train the numerators on the tools and conduct assessments (subject to access and security)

Deliverables

Upon the selection, the consultant is expected to submit the inception report. Within the agreed timeline, the consultant shall provide Islamic Relief with;

a) Draft report outline indicating process, outputs, outcomes and methodology which will include tools and time schedule

b) Complete zero draft of the Gender analysis for comments and feedback from the respective technical people in IRSS (the report should include strategic findings, key conclusions and recommendations for IR South Sudan LiCDap project submitted to the project Manager; for review, feedback and finalization within agreed timeline.

c) One day validation workshop, including sharing of the key findings of the gender analysis with the project team, management and partners and revise the report in light of the workshop.

d) Based on the revised and agreed findings and recommendations, strategies and activities relating to the strategies will be submitted as a strategy. Submission of a final Analysis on an agreed timeline to the Project Manager

Timeline It is envisioned that the consultancy would last 10 days (subject to review) including planning, design, desk review, data collection-KIIs, FGDs, analysis, feedback, validation and final report.
