Somalia: Finance Officer

Background

Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.

Main Duties & Responsibilities

  1. Financial Management

· Assist in the development and maintenance of adequate systems to facilitate accurate recording and Reporting of all financial data.

· Provide financial management support for country and field office.

  1. Reporting and Analysis

· Provide financial reports in accurate and timely manner

· Analyse and circulate of budget versus actual & Cash flow forecasted Vs Actual Spending on monthly basis and when required

· Prepare monthly funds report.

· Prepare Ad hoc Reports

  1. Budgeting

  2. Develop Project budgets

  3. Ensure That Costing is Accurate and Realistic

  4. Banking and Cash Management

  5. Manage the reconciliation of bank accounts on monthly basis

  6. Prepare monthly funds transfer requests

  7. Monitor bank account balances and the transfer of funds between accounts and to field offices

  8. Liaise with bank(s) to ensure that branch bank mandates are current and up to date.

  9. Oversee Petty Cash Disbursements and Reconciliations

  10. Accounts payables

  11. Monitor accounts payables, and follow-ups with logistics and other relevant departments for timely processing of payments.

  12. Accounting

  13. Process payments on regular basis

  14. Prepare monthly accrual journals

  15. Undertake account reconciliations, including with various balance sheet accounts

  16. Investigate any unexpected items

  17. Assist with the audit of annual and project financial statements.

  18. Business Processes

· Maintain and update documentation on key business processes**.**

· Suggest improvements to financial systems, and/or procedures to the Finance Coordinator/Manager as required

· Develop and Implement changes to systems or procedures on request.

  1. General duties

  2. Maintain orderly and comprehensive filing systems (both in paper and computerised forms)

  3. Assist with other financial or administrative tasks if required.

Qualifications, Experience and skills

· A University degree in Commerce, Accounting or Business administration (finance or Accounting option) from a recognized university

· Minimum of 3 years of progressively mid-level management experience with INGO's in professional accounting and financial management.

· Excellent knowledge and understanding of generally accepted accounting procedures

· Experience of systems audit and articulating/implementing recommendations

· Good personal & organizational skills, including time management and ability to meet deadlines and work under pressure

· Ability to work within a multicultural setting

· Computers literate, proficient with excel and Financial Systems

· High level of integrity
