Somalia: CONSULTANT HIRING ON REVIEWING ON COMMUNITY ORPHAN CARE SYSTEM

BACKGROUND TO THE ASSIGNMENT

In 2016, Islamic Relief Somalia agreed to have integrated project approach with livelihoods at the centre while supporting communities affected by disaster or engulfed in poverty. The country strategy therefore puts livelihood as a cornerstone for its programming.

Since the collapse of the central government, many children have lost one of the parents or both due to armed conflicts throughout the country.

Islamic Relief puts the priority on improving the livelihood of orphan households in a sustainable manner. Currently IR is implementing two orphan projects in Puntland, namely, Socio-economic Transformation of Orphan (SETO) family’s and One to One (OTO) sponsorship. More than 4,800 beneficiaries in Garowe are benefiting from the projects.Extremely orphan families are supported with in-kind asset for diversified IGA to access to food and livelihood security.

For generations Somalis maintained indigenous methods of caring orphans. On the one hand, children are cared for by other family members particularly by the father’s family.The clan manages to care the orphan(s), children who do not have extended families. On the other hand, children are cared in home/schools established by the community members or Muslim countries.

Islamic relief is looking for competent consultant to undertake review on community orphan care system. The holder of the position will conduct survey on the community in Garowe.

OBJECTIVES

The overall objective of the consultancy is to investigate the approaches that the community undertakes to care orphan children. The specific objectives are:

· To identify the existing indigenous orphan care system

· To explore the most effective, efficient and sustainable approaches of caring orphans

· To develop a model that can be used for future orphan welfare projects

METHODOLOGY

The consultant will employ household survey, focus group discussion (FGD) and Key informant interview (KII) to achieve the overall objective.

A sample size of 300 participants in Garowe including government officials (particularly ministry of justice, courts, parliament etc), community leaders, school/university administrative and the households will participate in the survey.

Islamic relief will undertake review on the questionnaire, GFD and KII before the consultant starts carrying out.

DELIVERABLE

At the end of the assignment, the holder of the position will come up with the following outcomes:

· Final report on community orphan care system with annexes which will include assessment tools, photos etc.

· Orphan care model with appropriate, initiative and sustainable approaches of looking after orphans.

TIMEFRAME

10 September to 9 October 2017 and report submission by 2 weeks from the dateline

ROLE OF ISLAMIC RELIEF

Islamic Relief will cover the cost of the consultant and share relevant literature throughout the assessment.

PAYMENT PROCEDURE

The consultant fees’ Payment shall be made to the consultant upon approval and acceptance of the Assessment report.

CONSULTANT BASIC REQUIREMENT

Masters degree in Social Work, Psychology, Development Studies or research in social science

Minimum 3 years’ experience in orphan welfare.

Minimum 3 years of undertaking research in social science

Excellent in SPSS and Microsoft office

· Fluent in English
