OBJECTIVE:
Islamic Relief Worldwide is looking for an experienced and qualified professional to package the Home and Community (H&C) Learning for 5B’s Program (Literacy and Numeracy Program for K-3 Learners) in support to the Ministry of Basic Higher Technical Education (MBHTE) in Strengthening Community/Local Support Mechanisms Project. Full package documentation will be submitted to Islamic Relief Philippines.
Specifically,
- Facilitate the workshop in the Identification & Design and Implementation of Home and Community Engagement Plan
- Develop the Parent and Community Engagement Plan based on the result of the workshop.
- Develop Home and Community Learning Guideline based on the home and community engagement plan.
- Development of Training Module for the Home and Community Learning
- Training of short-term facilitators/community members for Home and Community Learning Sessions
SCOPE:
The scope of the assignment is to work closely with IR Cotabato office and package the Home and Community (H&C) Learning for 5B’s Program (Literacy and Numeracy Program for K-3 Learners) of pilot school, community and division.
The consultant will primarily work with the Senior Programme Officer (SPO) and Area Programme Manager (Cotabato) and Cotabato Field Office staff to complete the following.
- Identify and Design Implementation of Home and Community Engagement Plan through workshop with relevant stakeholders.
- Develop the Parent and Community Engagement Plan based on the result of the workshop.
- Develop Home and Community Learning Guideline based on the home and community engagement plan.
- Development of Training Module for the Home and Community Learning
- Training of short-term facilitators/community members for Home and Community Learning Session.
- Submit the full package document.
OUTPUT:
The consultant will primarily work with the Senior Program Officer and Area Programme Manager (Cotabato) and Field Office staff to complete the documentation.
It is expected from the consultant to deliver results in the below areas:
- Identify and Design Implementation of Home and Community Engagement Plan through workshop with relevant stakeholders.
- Develop the Parent and Community Engagement Plan based on the result of the workshop.
- Develop Home and Community Learning Guideline based on the home and community engagement plan.
- Development of Training Module for the Home and Community Learning

CONTRACT DURATION: 3 months
DIRECT REPORT: Area Programme Manager
PROPOSAL TO TENDER & COSTING:
Consultant (single) interested in carrying out this work must:
Submit a proposal/bid, including the following.
- Detailed cover letter/proposal outlining a methodology, research design, financial proposal, work plan and approach briefing note.
- CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks.
- Example(s) of relevant work
- The consultancy rate (20 days/month approximately)
- Expenses policy of the tendering consultant. Incurred expenses will not be included but will be agreed upon in advance of any contract signed.
REQUIREMENT COMPETENCIES:
The successful consultant is expected to have:
- At least 3 to 5 years professional experience in research, with published research papers is an advantage.
- Impressive writing skills.
- Excellent communication and probing skills (ability to convey technical terms).
- Familiar with humanitarian work, DRR, food security and livelihood programme, emergency response, and/or protection interventions.
- Time management skills and ability to complete the assignments within allocated schedule.
- Willingness to follow IRW’s norms and values without compromising personal beliefs and principles.
