Background to the project

Islamic Relief Worldwide (IRW) is committed to the international humanitarian commitments of ‘Leave No One Behind’ and the Core Humanitarian Standards drawing on our Gender Justice, Child Protection, Inclusivity and Conflict Sensitivity and Social Cohesion[1] experiences and policies[2]. IRW ensures its work has the greatest positive impact on the lives of all women, men, girls and boys of all ages and abilities whom we serve.

Funded by IR Canada, IRW is running a Project which aims at strengthening and building on Islamic Relief’s (IR) existing work around safeguarding in emergency contexts by continuing to develop staff capacities and understanding around safeguarding as well as enhancing community comprehension of safeguarding approaches through contextualising approaches so that they are adapted by families and communities for better protective measures in place.

Awareness raising amongst communities and particularly those at risk, such as people with disabilities, and greater engagement with faith leaders to establish a community-led approach to safeguarding will play a key role. The Project is being implemented in eight country offices of IR (Yemen, Bangladesh, Sudan, South Sudan, Philippines, Mali, Malawi and Palestine (Gaza)). The project was initiated in January 2022 and will run over two and half years. Each country office is implementing safeguarding mechanisms in relation to internal systems (such as policies and programming). Capacity building with staff has a standardised approach which will be adapted to each country context. In addition, country offices are working with rights holders to raise their awareness of safeguarding, prevention of sexual exploitation, abuse & harassment, and complaints mechanisms. The project is implemented by IRW Programme Quality Department with ‘Safeguarding Focal Points’ in the eight country offices.

Objectives of the inclusive and child friendly safeguarding and reporting complaint mechanism training tool

IRW is seeking a Consultant/Consultancy Company with a proven background in developing accessible training materials/tools on safeguarding, child protection and prevention of sexual exploitation, abuse and harassment (SEAH) with a focus on child safeguarding and how institutions can create child friendly safeguarding communication, safe inclusive, and accessible complaints mechanisms. The objectives are to produce a training package that:

  • Staff, community champions, community schools’ and faith leaders will engage to raise awareness, develop understanding and promote protection knowledge and messages on inclusive (child) safeguarding & reporting, with particular attention to violence, abuse, exploitation and harassment (SEAH) and bullying as well as on creating a safe and accessible space, to facilitate ease by which complaints and safeguarding concerns can be raised;
  • The training tool must be developed in easy-read format with visual aids throughout the process to ensure inclusion. Development of infographics to help convey safeguarding and protection messages;
  • The training tool must be relevant to a potential audience who may be of a ‘conservative’ community context with appropriate imagery and language.
  • The training tool must explain how right holders (community leaders, members and in particular children) can raise concerns, at community level and within school settings, signs of child abuse, how to ensure safety and wellbeing of children of different ages and ability groups and how to record violence and abuse against child abuse case and to report the matter to IR and other safeguarding referral institutions;
  • The training tool must be developed with right holders, community members, faith leaders, and school teachers in mind. The training guidance should provide insight in how communication can be adapted to address different levels of literacy, understanding and faith sensitivities. The imagery should be inclusive e.g., reflect people of different ethnicities and people with disabilities.

The training package should be a complete package with all associated materials and tools to meet the aim of raising beneficiary awareness.

Main components for inclusive and child friendly safeguarding and reporting complaint mechanism training tool

The training package should include:

  1. Training PowerPoint Presentation should include the following:[SI1]
    • Animations and illustrations which will be an inclusive way of communicating messages - Topics related to safeguarding, child safeguarding, PSEAH and inclusive CRM (Child-inclusive CRM) - Give guidance around referral pathways - Raising awareness in the community and within schools in an inclusive and child-friendly way.
  1. Guidelines/facilitator guidance on using the tool and supporting material and resources.
  2. Printed easy read with animations posters and ‘quick reference card’ containing key messages on safeguarding and reporting contacts

Methodology approach

In supporting the development of the training package, we expect the Consultant/ Company to adopt a participatory and flexible approach including:

  • Desk review of IRW documents and policies that are relevant to the training package development.
  • Literature review of existing relevant minimum standards to ensure the deliverables meet minimum standards and additional supporting documents.
  • Meetings and interviews with key staff in IRW as required and with country offices included in the project as minimum, a set up meeting, a review meeting and a final meeting.
  • Consultation throughout the course of the consultancy with relevant IRW staff to ensure that all materials and tools are fully approved by IRW, before they are finalized.

Required competences

The successful bidder is expected to have:

  • Significant experience in developing training module for an international audience in the humanitarian context.
  • Understanding, experience and knowledge of protection, safeguarding, in particular in the context of children, SEAH, and effective responses.
  • Proven experience in producing information through inclusive and accessible formats.
  • Proven experience in developing training tools & packages on safeguarding and child safeguarding approaches.
  • Outstanding analytical skills.
  • Excellent writing and communication skills
  • Experience in design and illustrations
  • Adaptable: ready to work with a range of approaches as best fits each of the programmes, countries and teams within the portfolio
  • Experience of working with a culturally diverse client group
  • Engaging: able to relate to a range of cultural backgrounds and able to build effective relationships

Expected deliverables of this project

The key deliverables of this project are as follows:

  • Inclusive (child) safeguarding and reporting training presentation which include multiple approaches to communication – animations, video clips and text.
  • Training manual to help facilitators to deliver training internally to IR and external to communities and stakeholders IR engages with.
  • Infographics – sharing key messages and learning.
  • Information cards to provide quick and easy contact information to children and young people which are easy to read.

Project output and final product

A complete training package comprising all the topics and components detailed in the ‘ Scope’ Section of this tender advert:

  1. A training PowerPoint on safeguarding and child safeguarding
  2. ‘Quick-reference’ cards on key safeguarding messages and contacts
  3. Relevant handouts to accompany the PowerPoint and guidelines/facilitator guidance on using the tool.

Job Title: Consultant, inclusive and child friendly safeguarding and reporting complaint mechanism

The consultant will communicate and forward deliverables to the IRW Programme Quality team in the first instance.

We foresee this consultancy to commence in November and completion of the consultancy by mid-February 2023. The consultant/consultancy company is expected to work closely with IRW colleagues and in particular, the Project Coordinator on this task. In addition, throughout the process, meeting will be arranged with Head of Programmes and the Safeguarding Project Coordinator.

Proposal to tender and costing

A consultant interested in carrying out this work must submit the following items as part of their proposal/bid and this should including the following:

  1. Detailed cover letter/proposal outlining a methodology and approach briefing note
  2. Résumé/or CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project
  3. Example(s) of relevant work
  4. The consultancy daily rate (fill in appendix 1)
  5. Expenses policy of the tendering consultant. Incurred expenses will not be included but will need to be agreed in advance prior to contract award (fill in appendix 1)
  6. Be able to complete the assignment within the timeframe stated above
  7. Be able to demonstrate experience of final evaluation/Endlines evaluation, impact assessment, mid-term evaluation, graduation model evaluation and similar work.

Terms and conditions

The consultant would provide financial proposal outlining detailed break up of costs and charges. There would be formal agreement on payment schedule and funds transfer process once the consultant would be selected. Payment will be made in accordance with the deliverables and deadlines for this project so are as follows:

    • 40% of the total amount – First upfront payment - 30% of the total amount – submission of the first draft of the training package - 30% of the total amount – submission of the final training package including all outputs and attachments mentioned above

We can be flexible with payment terms, invoices are normally paid on net payment terms of 30 days.

Additional information and conditions of contract

The following additional information will be expected from the consultant and be pursuant to the conditions printed beneath as well as the terms and conditions in the consultancy contract.

  1. Islamic Relief Worldwide is a legally registered charity under the laws of the United Kingdom charity registration number 328158
  2. This document covers the research project identified and described in this document and related correspondence and may not be expended for any other purposes without the prior written approval of Islamic Relief Worldwide, Head of Program Quality.
  3. The project will be carried out under the auspices of the Islamic Relief Worldwide, Program Quality team The lead researcher will be working in the capacity of a freelance consultant or an organisation.
  4. Collected data, information, reports and reference documents should be submitted, along with any audio files and transcripts collected.
  5. Intellectual Property Rights to all research, and data, conducted and collected and the final report belongs solely to Islamic Relief Worldwide.
  6. In case of contraventions or breach of any of the terms of the agreement, any outstanding payments to the Lead Researcher or the organisation will be withheld.

During the consultancy period,

IRW will only cover:

Consultancy fees

Any travel costs for data gathering.

IRW will not cover

Tax obligations as required by the country in which he/she will file income tax.

Any pre/post assignment medical costs. These should be covered by the consultant

Medical and travel insurance arrangements and costs. These should be covered by the consultant.

How to apply

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing in November 2022 (exact date to be mutually agreed).

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the assignment and will be paid on net payment terms 30 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter and CV’s of all potential consultants including the project lead.

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
