SCOPE OF THE ROLE:

The Protection and Inclusion (P&I) Officer leads on the “Leave No One Behind”, Safeguarding and “Do No Harm” agendas to be integrated into all Islamic Relief - Philippines programmes, and ensures commitments towards Core Humanitarian Standards and Inclusion Charter are prioritized and mainstreamed. The candidate must have the ability to forge strong partnerships with key stakeholders to meet the programmes objectives. The candidate will champion and support others to ensure beneficiaries and communities that IRPh works with in the country are satisfied that IRPh approach and project activities are inclusive and protective of the most vulnerable and marginalized.

REPORTING TO: Country Director

I. Key Working Relationship

  • Work closely with Country Director, and HQ technical advisor (Gender, Child Protection, Age and Disability), technical focal persons such as Programme Leads, MEAL, Accountability, safeguarding and others to ensure mainstreaming of inclusion and protection into IRPh country programmes.
  • Support the development and delivery of inclusive, sensitive and accountable programmes under protection mainstreaming umbrella.
  • Channel key recommendations and messaging to IRPh Advocacy initiatives, as necessary, to influence policy and practice on inclusion and protection.
  • Work with key stakeholders within the country to build their capacity on protection and inclusion, which includes child protection, prevention of GBV, inclusion of all ages and abilities and to advocate for accountable systems.
  • Work to support and strengthen safeguarding approaches and mechanisms within the country programme.

II. Key Responsibilities

  • Lead on the protection and inclusion agenda across the country offices and programmes including child protection, gender mainstreaming, age and disability inclusion and the inclusion of other socially excluded groups.
  • Conduct reviews and develop plans to ensure beneficiaries and communities that IRPh works with are satisfied with IRPh approach and project activities are inclusive and protective of the most vulnerable.
  • Carry out periodic organizational assessment on inclusion and protection using the Marker Tool across all projects and operations at the country level and develop strategies to integrate protection and inclusion across country office operations and projects in coordination with all relevant departments within the country office.   • Ensure that IRPh Inclusive approach [BR2] to programming is consistently applied through all country office projects/ programmes and operations.
  • Build/ strengthen active partnerships with relevant government agencies, UN and specialized NGOs/ CSOs partners, and strengthen referral pathways in areas of Child protection and GBV and age and disability.
  • Network with key external stakeholders to find areas of collaboration, best practice, innovation, knowledge sharing and partnerships.
  • Identify training needs and build the capacity of IRPh country staff and other stakeholders on protective and inclusive programming.
  • Ensure data collection mechanisms are in place for SADDD and data is collected, reported on appropriately, analyzed and utilized.
  • Provide technical support on inclusion and protection for new bids and proposals to ensure it is weaved into planning phase.
  • Ensure country office protection and inclusion approaches are in line with international standards such as Core Humanitarian Standards, inclusion humanitarian standards and Minimum Standards for Child Protection in Humanitarian Action, IASC gender guidelines.
  • Create and lead on a protection and inclusion working group to provide regular briefings to management and in country focal points that support the deliverables of organizational change within the country office and messaging for external actors.
  • Document learning and evidence of impact related to protection and inclusion initiatives and ensure these are reported to donors, IRW and are used to inform new programming design.
  • Proactively exchange learning and synergy with all involved stakeholders.
  • Drafts relevant sections of reports required for donors, management, annual reports.
  • Participate and influence external platforms on protection and inclusivity.
  • Work with HQ-PQ team to ensure the implementation of a donor-funded project on sustainable and inclusive Safeguarding mechanisms through awareness raising of communities, capacity building of staff, developing necessary materials and resources necessary for communicating safeguarding messages, networking with local CSO’s.

Act as the main Safeguarding focal point

  • Acting as a point of contact for staff and beneficiaries on all child protection/ protection & safeguarding issues.
  • Engage safeguarding networks to ground understanding of local and national safeguarding issues.
  • Provide advice and support to staff concerning safeguarding issues and decide what action to take in line of safeguarding policies and procedures.
  • Ensure all staff, representatives and staff of partner agencies are made aware of the contact details of their respective focal points for receiving safeguarding concerns/complaints.
  • Lead the mapping process to identify local safeguarding resources, child welfare specialists, health and law enforcement stakeholders and attend the relevant coordination meetings.
  • Make appropriate referral to organisations/law enforcement agencies that can provide emergency and ongoing support to cases of violence, sexual exploitation and abuse.
  • Maintain basic management and statistical information to give a local picture of the extent and nature of reported violence, sexual exploitation and abuse, compliant with confidentiality and data protection.
  • Engaged on local safeguarding, child protection and protection clusters and forums to be update on local developments and changes.
  • Provide overall support to the implementation of the Safeguarding Policy.
  • Support country directors in implementing the Safeguarding Policy and Procedures.
  • Work with programme managers and programme heads to ensure that safeguarding of all ages and abilities is being prioritized by the country office in all activities and programmes.
  • Monitor safeguarding risks associated with the design and implementation of projects and take appropriate protective actions.
  • Ensure that all new recruits receive a thorough safeguarding induction and arrange for relevant capacity building of staff.
  • Ensure that awareness is regularly raised amongst beneficiaries (especially children and people at risk) on the Safeguarding Policy and mechanisms for raising concerns / complaints about staff.
  • Provide technical and co-coordinating support to the team of focal points to ensure standardised approaches are taken, lessons learned are documented and disseminated, and safeguarding expertise is built.

III. Person Specification

Education

  • University degree in one of the relevant areas- International Law, Human Rights, or Social Science, Development studies project management

Work experience

  • Bachelor’s degree and a minimum of 5 years of relevant experience or Master’s degree and preferably 3 years of relevant professional work experience in human rights issues, protection and/ or child protection and GBV. Working in emergency or conflict situations in developing countries is an asset.

Language

Good command of spoken and written English.
