ABOUT THE PROJECT

Islamic Relief envisages people and communities emerging from poverty and suffering. In the Philippines, we, are committed to facilitating empowering of communities and building their resilience through coherent humanitarian, development, and peace collaborations. Further, we are committed to contributing to the Sustainable Development Goals (SDGs) and to the key principle of “leaving no one behind”.

The poor, as well as certain other nonpoor groups, are vulnerable to both the public-health challenges of the COVID-19 and the economic consequences of efforts to contain the virus. These vulnerable groups often have meagre savings to cushion them against sustained economic disruptions and may have even little protection against other related shocks i.e., job losses, and food insecurity. Their recovery may be challenging compared to those in higher-income groups.

In the light of this context, Islamic Relief Philippines through the funding support of Islamic Relief USA will be implementing the Islamic Relief’s COVID-19 Adaptation and Recovery Through Economic and Social Protection and Support (I-CARES).

I-CARES is a 2-year project, directly implemented by Islamic Relief Philippines in collaboration with relevant stakeholders i.e., local government agencies, peoples’ organisations, faith-based organisations, the academe, government, and non-governmental agencies, etc.

The concept of the project builds, anchors, operationalise, and piloted Islamic Relief’s integrated and inclusive economic COVID-19 crisis recovery framework and key actions for households and communities in the five (5) spheres of influence, namely: (1) Social protection, (2) Livelihood’s promotion, (3) Financial inclusion, (4) Social inclusion, and (5) Resilience strengthening.

On the other hand, the I-CARES project model is informed and shall be shaped by the gains and inspirations of Islamic Relief Philippines previous and ongoing projects around sustainable livelihoods, DRR, and peacebuilding.

The Project’s Market Analysis

One of the project’s crucial products is the market analysis that will inform and shape the design and implementation of the project’s Outcome 1, “Improved and sustained economic security of households and communities.”

Objectives of the Project

Overall, I-CARES aims to model and pilot a COVID-19 adaptation and early recovery towards recovery project that would address key social, economic, protection and governance issues and concerns in five (5) selected newly administered rural communities in the Municipality of Midsayap, North Cotabato Province. Specifically, the project aims that:

  1. Vulnerable households will be better able to protect, rebuild and strengthen their livelihoods in the COVID-19 crisis.
  2. Vulnerable sectors’ social rights to inclusion and protection, education, and health are better promoted and protected amid the COVID-19 crisis.
  3. Community and policy actors collaborate to improve social cohesion and resiliency in the COVID-19 crisis.

Expected Project Results

Impact: Rural and vulnerable households’ and communities’ economic and social rights are protected and supported, and their resiliency enhanced amid the COVID-19 crisis.

Outcome 1.

Improved and sustained economic security of households and communities.

Outputs:

1.1 Established an Islamic microfinance livelihood programme, adapting the Qurbani+ model, by at least 2-3 communities.

1.2 Developed households-led social enterprises.

1.3 Developed an innovative livelihood programme through a youth hackathon.

1.4 People organised, improved knowledge and skills in Islamic microfinance, enterprise development, resilient livelihoods, and financial management and savings.

1.5 Developed a small to medium enterprise business continuity and COVID-19 recovery plan.

Outcome 2.

Improved protection and promotion of the vulnerable population’s social rights to inclusion and protection, education, and health.

Outputs:

2.1 People organised, trained with increased knowledge and skills on protection and inclusion.

2.2 People organised, trained with increased knowledge and skills in mental health and psychosocial support.

2.3 Equipment purchased to support the distance learning of children and youth.

2.4 Parents and teachers trained with increased knowledge and skills on distance learning to better support the learners.

2.5 Youths enrolled in technical and vocational education and training (TVET) to bolster education and economic opportunities.

Outcome 3.

Improved decision-making, community participation, and governance.

Outputs:

3.1 People mobilised, trained with increased knowledge and skills on collaborative community problem solving, peacebuilding, and community resiliency.

3.2 People mobilised with increased faith-based community responsibility and resiliency through “Mashwara.”

3.3 Developed Barangay business continuity and COVID-19 recovery plan.

Activities:

  • Inception meeting (Consultant and Islamic Relief Philippines)
  • Learning session on Market Analysis, MERS, IR SERF (Islamic Relief Socio-Economic Recovery Framework for the COVID-19 Crisis), Qurbani +
  • Fieldwork
  • Submission and presentation of the draft report
  • Review of the draft report
  • Finalization of the report
  • Presentation of the final report to Islamic Relief Philippines, and relevant IRW Advisor/s
  • Feedbacking of the report to the communities/local government units
  • Presentation of the report to the development and humanitarian actors
  • Presentation of the report to relevant BARMM Ministries
  • Finalization of the report incorporating the points from the communities, LGUs, humanitarian and development actors, and BARMM relevant Ministries
  • Packaging of the Report

The I-CARES Project Officer coordinates the consultancy requirements and the Consultant reports to the Project Manager. And the Programme Manager provides technical advice.

TERMS OF PAYMENT AND CONDITIONS

Payment will be made following the deliverables and deadlines as follows:

  • 40% of the total amount – completion of contract requirements.
  • 30% of the total amount – submission of the first draft of the study.
  • 30% of the total amount – submission of the final report including all outputs and attachments.

ADDITIONAL INFORMATION

Islamic Relief Philippines will cover the following operational costs and expenses:

  • The costs and expenses associated with work-related transportation for the consultant.
  • Vehicle provision during fieldwork.
  • Training/Meeting/Workshop venues and associated meals.
  • Consultancy fees.

Islamic Relief Philippines will not cover the following:

  • Required tax obligations in which he/she will file the income tax.
  • Any pre/post consultancy work medical costs. These should be covered by the consultant.
  • Medical and travel insurance arrangements and costs. These should be covered by the consultant.

Consultants (single or teams) interested in carrying out this work is open for Filipino nationals only. And preferably residing in Cotabato City, within BARMM, or in Mindanao.

The consultant is expected to produce the following:

  • A framework for the study and/or the market analysis
  • A methodology
  • A detailed work plan and report developed with and approved by Islamic Relief Philippines

REQUIRED COMPETENCIES

The successful individual/team will have the following competencies:

  • Strong understanding of the market, livelihoods and other related and relevant humanitarian and development sectors and context in an armed conflict and nature-based disasters.
  • Demonstrate evidence of extensive experience in market and livelihoods initiatives.
  • Knowledge and practical experience of using humanitarian and/or development standards and/or tools i.e., Minimum Economic Recovery Standards (MERS), Multi-sector Market Assessment (MSMA), Core Humanitarian Standard on Quality and Accountability (CHS), Sphere, etc.
  • Possess strong qualitative and quantitative research and analysis skills, and usage of applicable statistical tools.
  • Have excellent written skills in English.
  • Be able to fluently communicate in English and/or Filipino and can or understands the local dialect.
  • Be able to complete the project within the timeframe stated above.
