Project background
Introduction
Islamic Relief’s Global Strategy 2016-2021 “envisages a much greater role for advocacy activities supporting our programme work around the world, particularly in humanitarian settings” and pledges to “Build capacity in core country offices to develop effective multi-year development and advocacy programmes”.
Islamic Relief defines advocacy as a political process by an individual or group which aims to influence public policy and resource allocation decisions within political, economic, and social systems and institutions. Advocacy can include any activity that a person or organisation undertakes towards that end, including media campaigns, public speaking, commissioning and publishing research and lobbying.
However, Islamic Relief conducts also what we term ‘Programme Based Advocacy’, establishing social justice through advocating changes to social practices (FGM, EFM, DV etc) within communities.
There is a need to strengthen this understanding of advocacy within the organisation and build capacity within Islamic Relief to effectively influence policies.
Advocacy is a relatively new area for Islamic Relief and the proposed training module aims to:
Demonstrate how influencing policy can tackle the root causes of poverty, marginalisation, humanitarian suffering and vulnerability.
Equip global Islamic Relief offices to engage in advocacy, to design programmes that contain advocacy elements and to contribute to the overall global advocacy objectives outlined in the strategy.
Problem Statement
We believe that there is a gap in understanding the importance of advocacy within the Islamic Relief family and the role that a faith based NGO can play in influencing key political and social systems. There is a recognition that in order to deliver effective advocacy, we must build the capacity of staff in the field and at partner level. The global advocacy training guide along with this training module seeks to provide long-term support for advocacy related activities undertaken by field and partner offices and have profound impact in reducing poverty and its causes.
Overall consultancy objectives and features
Context
This consultancy will contribute to an overall programm with the aim of building capacity in core country offices to develop effective advocacy supporting our humanitarian and development work around the world.
Purpose: To build the capacity of Islamic Relief Worldwide and its internal stakeholders on managing advocacy by means of an effective advocacy toolkit and training module.
To design a global advocacy training module and a training for trainers course for staff to deliver it to IRW stakeholders and regional partner offices.
To produce an Islamic Relief Global Advocacy Toolkit which will provide guidelines to national offices on advocacy issues and relevant tools to equip them to plan and execute advocacy campaigns
The Consultancy
The consultancy will contribute to these goals through:
Consultation with relevant IR internal stakeholders to map the advocacy training needs in relation to our programming context and the advocacy priorities of the organisation.
Developing a tailored training module for a select group of IR staff to be trained to deliver it within country and partner offices.
Deliver a training of the trainers in IR Academy to test and evaluate the module and the effectiveness of the content and its materials.
Develop an accompanying Islamic Relief Advocacy Guide and toolkit.
Deliverables
The key deliverables shall be a global advocacy train**ing module**, a guide/ toolkit and a ToT course for IR Staff:
Advocacy Training Module should contain:
· A two-tiered training module, one introductory aimed for all staff across the organisation and the second a more detailed training for advocacy specialists in IR that would enable in-house training within IR and its partners.
· The length of the introduction to the global advocacy training module could be half a day (2-3 hours) with the detailed training for trainers up to 2-3 days for trainers.
· The module should contain background defining advocacy, how to design and implement effective advocacy and how to measure its effectiveness with access to relevant best practice case studies.
Advocacy Guide/tookit should include:
· A section on the importance of advocacy and policy influence for humanitarian/development actors.
· A guide to the process of designing advocacy projects and campaigns including templates to enable field-based and partner offices to design and deliver advocacy projects.
· Formulation of a framework in which the various aspects of advocacy are clearly understood.
ToT Course
Delivery of the ToT training on the module to identified IR staff (group of up to 10 from various offices) over a period of 2-3 days at the IR Academy, Birmingham.IRW reserve the right to extend or limit the terms of reference of the deliverables according to arising needs and revisions required.

How to apply:
Consultancy contract
This will be for an initial period of a 3 months contract commencing from Aug 2016 (exact date to be mutually agreed). The selected candidate is expected to work from home and/or from one of the UK based offices reporting into the Head of Strategy & Policy.
The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 28 days.
All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.
For this consultancy all applicants are required to submit a covering letter with a company profile(s) of all stakeholders and the CV of the lead consultant(s).
A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.
Other relevant supporting documents should be included as the consultants sees fit.
All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
