ABOUT THE PROJECT
Saving lives, alleviating suffering, and protecting dignity is the core principle of any Islamic Relief’s humanitarian actions and is clearly expressed as one of the four (4) global goals of Islamic Relief -- that is to ensure to respond effectively to humanitarian emergencies, that said, we aim to reduce the humanitarian impact of conflict and disasters caused by natural hazards.
Islamic Relief Philippines’ humanitarian actions shall endeavour to contribute to improved resiliency of armed conflict-affected people through recovery efforts to ensure that they thrive- to build forward better and safer, amid difficulties. Thus, project THRIVE (Thrive to Build Forward Better and Safer).
THRIVE is a humanitarian- and recovery-related project funded by Islamic Relief Canada. The primary purpose of the project is to support the economic recovery, protection, and wellbeing of internally displaced persons (IDPs) due to armed conflict in selected towns and/or villages in the Province of Maguindanao, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
One of the project objectives is to pilot a sound market analysis as an essential and integral part of response analysis to inform humanitarian programme design because markets play a vital role in the lives of displaced persons and their host communities.
This study aims to significantly contribute to available literature and analysis on pre-and post-crisis market analysis that is useful for market-based and livelihood programming in a post-conflict context and development projects. Thus, Islamic Relief Philippines will have a better understanding of market and livelihoods context in armed conflict-affected areas. This then will inform and shape the humanitarian (and development) responses of the crisis-affected population vis-à-vis market strengthening and livelihood protection.
Further, the analysis aims to contribute to enhancing the plans, policies, projects, programmes, and services of the government, the humanitarian and development actors in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Activities:
- Inception meeting (Consultant and Islamic Relief Philippines)
- Learning session on MERS and IR SERF (Islamic Relief Socio-Economic Recovery Framework for the COVID-19 Crisis)
- Fieldwork
- Submission and presentation of the draft report
- Review of the draft report
- Finalisation of the report
- Presentation of the final report to Islamic Relief Philippines, Islamic Relief Canada, and relevant IRW Advisor/s
- Feedbacking of the report to the communities/local government units
- Presentation of the report to the development and humanitarian actors
- Presentation of the report to relevant BARMM Ministries
- Finalisation of the report incorporating the points from the communities, LGUs, humanitarian and development actors, and BARMM relevant Ministries
- Packaging of the Report
The THRIVE Project Officer coordinates the consultancy requirements and the Consultant reports to the Project Officer. And the Programme Manager provides technical advice.
TERMS OF PAYMENT AND CONDITIONS
Payment will be made following the deliverables and deadlines as follows:
- 40% of the total amount – completion of contract requirements.
- 30% of the total amount – submission of the first draft of the study.
- 30% of the total amount – submission of the final report including all outputs and attachments.
ADDITIONAL INFORMATION
Islamic Relief Philippines will cover the following operational costs and expenses:
- The costs and expenses associated with work-related transportation for the consultant
- Vehicle provision during fieldwork.
- Training/Meeting/Workshop venues and associated meals
- Consultancy fees
Islamic Relief Philippines will not cover the following:
- Required tax obligations in which he/she will file the income tax
- Any pre/post consultancy work medical costs. These should be covered by the consultant
- Medical and travel insurance arrangements and costs. These should be covered by the consultant
Consultants (single or teams) interested in carrying out this work is open for Filipino nationals only. And preferably residing in Cotabato City, within BARMM, or in Mindanao.
The consultant is expected to produce the following:
- A framework for the study and/or the market analysis
- A methodology
- A detailed work plan and report developed with and approved by Islamic Relief Philippines
REQUIRED COMPETENCIES
The successful individual/team will have the following competencies:
- Strong understanding of the market, livelihoods and other related and relevant humanitarian and development sectors and context in an armed conflict and nature-based disasters.
- Demonstrate evidence of extensive experience in market and livelihoods initiatives.
- Knowledge and practical experience of using humanitarian and/or development standards and/or tools i.e., Minimum Economic Recovery Standards (MERS), Multi-sector Market Assessment (MSMA), Core Humanitarian Standard on Quality and Accountability (CHS), Sphere, etc.
- Possess strong qualitative and quantitative research and analysis skills, and usage of applicable statistical tools.
- Have excellent written skills in English.
- Be able to fluently communicate in English and/or Filipino and can or understands the local dialect.
- Be able to complete the project within the timeframe stated above.
