DEPARTMENT / PURPOSE: Programme
One of Islamic Relief’s programme goals is to reduce the humanitarian impact of conflicts and natural disasters. Islamic Relief in the Philippines shall endeavour to enhance the resilience of vulnerable communities including their support networks, at the same time improve the capacities of local civil society organisations (CSOs) to respond to conflicts and disasters caused by natural hazards. Further endeavour to scale-up the capacity of the organisation to respond within 72 hours, and/or support recovery efforts through local partners and pool of volunteers.
JOB PURPOSE:
The Project Officer is responsible for supervising the overall implementation of the emergency and/or early recovery project that includes planning, technical assistance, monitoring and evaluation, report writing, advocacy, and communications which will be implemented by a local partner. The Project Officer will closely work with IRW-Philippines’ local partner.
The Project Officer is expected to establish strong linkage and coordination work with local government units (LGUs), UN Agencies, and other relevant agencies in the operational area.
S/he will support the Humanitarian Programme Coordinator in the overall management of the project and adhere to the localisation agenda of humanitarian aid and core values of Islamic Relief: Sincerity, Excellence, Compassion, Social Justice, and Custodianship.
S/he will inform the Country Office on the extent to which assistance is making changes on the lives of the target population, provide evidence-based knowledge on the positive and/or negative results of assistance for the disaster-affected communities, and share regular, timely and context-specific feedback from staff, partners and communities. The feedback signals areas where strategic attention is required.
When delegated, s/he represents IRW-Philippines to a range of external actors, key stakeholders such as local/provincial/national governmental authorities, UN agencies, faith-based organisations, peer organisations, NGOs, CSOs, the private sector, etc.

I) KEY OBJECTIVE
To contribute to the Islamic Relief Philippines goal in reducing the humanitarian impact of conflicts and natural disasters by enhancing the resilience of vulnerable communities and support to institutions. Scale-up the capacity of the organisation to respond to natural disasters and conflicts within 72 hours and/or support recovery efforts following the organisation’s standards, humanitarian principles, guidelines donor requirements. And adheres to Islamic Relief core values and the localisation agenda of the humanitarian aid.
II) KEY ROLES/RESPONSIBILITIES
The post holder is responsible for supervising the overall implementation of the emergency and/or early recovery project. S/He will work closely with local implementing partner and guide the planning, technical assistance, monitoring, evaluation, accountability and learning, report writing, advocacy, and communications. Establish strong linkage and coordination with LGUs, UN Agencies, and other relevant agencies in the operational area.
When delegated, the post holder shall represent IRW in various forums and/or to a range of external actors and will closely work with IRW-Philippines local partner.
III) MAIN DUTIES AND RESPONSIBILITIES
Project Planning and Implementation
- Responsible for the implementation of Islamic Relief funded emergency project in line with the approved project proposal, service level agreement (SLA), budget, and workplan.
- Develop a solid project implementation plan with clear benchmarks and ensure monitoring progress against these.
- Work closely with the Humanitarian Programme Coordinator to support the implementation of the project.
- Work closely with local partner/implementing partner and provide guidance in planning and provide technical support on shelter in emergencies, and education in emergencies.
- Ensure to integrate protection and inclusion, gender equality, vulnerability and safeguarding considerations into the humanitarian interventions.
Project Monitoring and Evaluation
- Responsible for ensuring thorough and appropriate project monitoring, evaluation, accountability and learning processes are in place.
- Undertake monitoring visits and facilitate and/or lead assessments, reviews, learning and evaluation processes.
- Ensure that regular field monitoring by the local partner takes place, guided by clear ToR’s and resulting in accurate and thorough reporting.
Reporting
- Ensures that all IRW-PH Partners/donor reporting requirements are met including writing programme updates and reports and ensure that these meet the standards of IRW.
- Supports the local partner in fulfilling Country Office reporting requirements.
- Provide case studies, photographs, and articles to IRW-PH Communications Officer.
Financial Management
- Responsible for the financial management of the project as per IRW-PH finance procedures.
- Work closely with the Finance Team to ensure that the project is following IRW and back-donor standards and guidelines.
- Maintain detailed working knowledge of activity budgets, monitors actual against budget variance and provides a detailed analysis of any deviation.
Emergency Response and Team
- Willing to be part of the emergency response team (ERT).
- May lead the conduct of assessment and provide input in the proposal development.
Networking and Communication:
- Establish strong linkage and coordination with LGUs, local and other relevant government agencies in the operational area.
- Ensure visibility of the project, contributes to IRW-PH social media platforms, and annual reviews in close coordination with the Communications and Advocacy Officer.
- Build relationships with UN Clusters especially Shelter Cluster and Education in Emergencies Cluster and other INGOs in the operational area.
General Management Responsibilities
- Maintain good staff relationships and morale amongst the staff within the programme unit and other IRW-PH units and offices.
- The post holder is responsible for all the project related records held, created or used whether paper-based or electronic that includes emails.
- When delegated, represent IRW-PH to a range of external actors, other key stakeholders, such as local/provincial/national governmental authorities, UN agency, peer organization, faith-based organisations, national NGO, the private sector, etc.
- Any other duties assigned by the Humanitarian Programme Coordinator.
I) ACCOUNTABILITIES
- Work independently on tasks related to project delivery under direction of the Humanitarian Programme Coordinator.
- Make responsible recommendations on project delivery and its daily management to supervisor based on available resources and access to affected communities.
- When delegated, represent IRW-PH when working with affected communities and meeting with local authorities.
- Promptly report any challenges in project delivery to the Humanitarian Programme Coordinator.
- Proper use of financial resources, equipment, and project utilities.
- Work in adherence to IR’s policies and procedures.
II) PERSONAL SPECIFICATION
Qualifications
- University degree in social sciences and other related courses.
Knowledge/Experience
Minimum of 3 years’ experience in emergency and early recovery projects.
Experience working with local partners and in a variety of humanitarian and development projects in the Philippines.
Technical knowledge of implementing Shelter in Emergencies and Education in Emergencies.
Experience and excellence in leading project monitoring, evaluation, accountability and learning.
Have experience in ensuring communications and visibilities following the organization’s standard.
Good knowledge of the Sustainable Development Goals (SDGs), the Core Humanitarian Standards, localisation of humanitarian aid, and globally accepted humanitarian technical standards e.g., Sphere, LEGS, MERS, INEE, CALP, Inclusion Charter, ADCAP, etc.
Sound knowledge of and commitment to participatory approaches to working with communities, and innovative approach to working on these issues with a proven commitment to people empowerment methodologies
An understanding of gender equity, protection and inclusion and how to mainstream these in the emergency project.
Experience of developing links with INGOs, UN agencies, government agencies, institutional donors and other stakeholders.
SKILL:
- Good interpersonal skills including the ability to listen, sensitivity to other peoples’ views and perspectives, and conflict resolution.
- Skills in coordinating, networking with Experience and excellent program development skills for donors
- Strategic leadership skills
- The capacity to develop and maintain an understanding of and be sympathetic to the social, cultural and political context of the post
- Ability to represent, liaise and negotiate at different levels (national, provincial and local).
- Excellent communication skills
- Knowledge/familiarity/expertise in program areas: e.g., Emergency Response, Shelter, WASH, Child Protection and Education in Emergencies, DRR, etc.
- An ability to work under pressure with limited support.
- Previous experience, Knowledge/familiarity with the Bicol region/country
- Excellent written and spoken English
- Good knowledge of Microsoft Word, Excel, PowerPoint, and data analysis tools.
LANGUAGE:
- Fluent in English and Filipino; familiarity with regional dialects i.e., Bicolnon as well as knowledge in using various social media platforms for marketing and advocacy campaigns are an advantage.
DESIRABLE:
· Commitment to organisational values and ethos.
· Any qualification/certification in humanitarian and disaster risk reduction field will be an added advantage.
