Background

Develop a Faith Sensitive Gender and Child Protection Integrated Programmatic Training Tool.

Islamic Relief Worldwide (IRW) is committed to the international humanitarian commitments of ‘Leave No One Behind’ and the Core Humanitarian Standards drawing on our Gender, Child Protection, and Inclusion. IRW ensures its work has the greatest positive impact on the lives of all women, men, girls and boys of all ages and abilities whom we serve.

Islamic Relief in partnership with World Vision has been adopting a faith sensitive approach to gender and child protection using Channels of Hope (CoH) methodology. It’s a journey to achieve competence in a specific thematic area through 4 stages of preparing facilitators, catalysing workshops of faith leaders’, strategizing workshops and creating action teams and empowering members of action teams to work on their action plans. Islamic Relief supported adapting a combined Christian and Muslim version for Channels of Hope Child Protection in 2016 and Channels of Hope Gender in 2018, and since then it has rolled-out this methodology in a number of its country offices.

Following the success of our standalone faith sensitive programming approach to gender and child protection and due to the overlap of protection and inclusion in many programmatic areas around gender and child protection. IRW would like to create a programmatic training tool which will enable stronger and safe programmes addressing the protection needs of women and children of all abilities. In addition this tool will interact and facilitate mobilising faith communities to create agents of change. It aims to create safe space for faith leaders and their communities to learn, share and debate practices and behaviour putting women and children of all abilities at risk of violence and abuse in all forms.

The training package will include a facilitator’s guide that will cover a training manual, participant’s workbook, technical booklets and PowerPoint present. This tool will be designed in in a way that could be facilitated through an online training but also for a face to face training which could be contextually adapted.

Objective

IRW is seeking a Consultant or consultancy with a proven track record in developing training manuals to develop an integrated gender and child protection training of trainers toolkit package. The training package should be embedded in Islamic faith principles, addressing sensitive issues from a tolerant angle that are in line with IRW’s policies and values. It should also provide analysis to different schools of thought and reviewed by accredited and recognised scholars.

scope

The scope of this assignment is to review and edit IRW’s existing standalone CoH gender and child protection training packages which includes facilitators training manual, technical reference book, and participants’ workbook, and as a result create an integrated toolkit that covers gender and child protection with an inclusive lens to women and children with disabilities. This would be developed for online as well as face to face training.

Methodology

The consultant or consultancy will primarily work with Gender Inclusion and Protection Advisor and the Child Protection and Inclusion Advisor/Safeguarding Lead, in consultation with Islamic scholars, suggested methodology includes:

· Review current CoH gender and child protection materials to develop an integrated faith sensitive training package. This would entail reviewing existing training tools, edit content, including formatting exercises and booklets;

· Desk-based research for theological positions on gender and child protection on Islam principles, by consulting scholars to verify structure;

· Consolidate feedback and produce a final version of trainer’s manual with participant’s handbook

· Ensure a participative approach on rolling out activities for the training package.

· Deliver a mock-up facilitation session or a run through facilitator's guide for IRW key staff members and incorporate feedback accordingly.

requirements

The successful consultant is expected to have:

· Technical experience on gender and child protection in humanitarian/development organisations.

· Grounded Islamic understanding of gender and child protection and the potential risks those groups may face

· Experience in developing training manuals and supporting documents and resources using adult-based learning methodology

· Excellent interpersonal skills and professional manners are essential

· Ability to work independently and to manage large amounts of information; to work systematically and to produce to deadlines

· Understand the needs of inclusion

· Sensitivity towards and interest in cross-cultural issues and human rights issues

· Degree in social sciences or related subject

· Advanced level of English, understanding of Arabic would be an asset

Job Title: Consultant: Develop an educational programme

The Programmes Quality Team will provide support and guidance and ensure smooth communication with the 5 country offices via appropriate digital technology.

Proposal to tender and costing:

Consultants (single or teams) interested in carrying out this work must:

a) Submit a proposal/bid, including the following;

i. Detailed cover letter/proposal outlining a methodology and approach briefing note

ii. CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project including faith leaders/scholars/activist

iii. Example(s) of relevant work

iv. The consultancy daily rate

v. Expenses policy of the tendering consultant. Incurred expenses will not be included but will be agreed in advance of any contract signed

vi. Be able to complete the project within the timeframe stated above

vii. Be able to demonstrate experience of similar work

Terms and conditions

Payment will be made in accordance with the deliverables and deadlines as follows:

· 40% of the total amount – First upfront payment

· 30% of the total amount – submission of the first draft and delivering mock-up facilitation session**

· 30% of the total amount – submission of the final report including all outputs and attachments mentioned above**

We can be flexible with payment terms, invoices are normally paid on net payment terms of 28 days.

Additional information and conditions of contract

During the consultancy period,

IRW will only cover:

· Consultancy fees

· Any travel costs to visit IRW

IRW will not cover:

· Sub-contracting other consultants ex for theological review

· Tax obligations as required by the country in which he/she will file income tax

· Any pre/post assignment medical costs. These should be covered by the consultant

· Medical and travel insurance arrangements and costs. These should be covered by the consultant

How to apply:

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from October 2020 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Programme Quality Department.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted in accordance with the payment terms and will be paid on net payment terms of 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter and CV’s of all potential consultants including the project lead.

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.

During the Covid-19 crisis we are not expecting international travel to be possible so work will largely be remotely conducted.
