BACKGROUND/RATIONALE:

Islamic Relief Worldwide (IRW) is an international relief and development organization founded in the UK in 1984 that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfill their potential. Working in over 34 countries, it promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. IRW also responds to disasters and emergencies, helping people in crisis by providing them immediate and support in rehabilitation.

Islamic Relief started it’s operations in Philippines during 2013 in order to respond to Typhoon Yolanda in collaboration with the Government and UN/NGOs/private organizations. Islamic Relief moved its Country Office to Cotabato City (Mindanao) during 2017 to support communities in case of disasters and work with the government, I/NGOs, and UN Agencies in their efforts to alleviate poverty and illiteracy in the region and beyond.

OVERALL RESPONSIBILITIES:

  • The Security Officer is expected to provide comprehensive review of Mindanao-wide security situation on a daily basis through local media and other sources and advise/brief the supervisor on trends/situation that could affect IRPh operations on a short/medium-term basis;
  • Provide support to the supervisor in investigations, in-depth incident reports and security assessments Mindanao-wide or individually as requested;
  • Conduct field trips to support different Field Offices or staff in the field at short notice whenever requested by management;
  • Liaise and coordinate with the local government security organizations and other appropriate national authorities on all matters relating to the security of IRPh staff members and their eligible dependents and property;
  • Maintain the Security Plan up-to-date, including updating lists of staff, and eligible family members; Ensure that fire safety arrangements, plans for fire/building evacuation, relocation/evacuation of staff to safe places are updated and efficiently implemented;
  • Resolve problems related to relocation/evacuation;
  • Maintain Minimum Operational Security Standards (MOSS) for equipment; Assist in developing and implementing MOSS and ensuring that all IRPh offices are compliant;
  • Assess the security situation at the duty station, including assessing threats related to the IRPh staff safety, and prepare security reports; Report all cases where staff members and/or their eligible family members have been victims of conventional crimes; Coordinate 24 hours response to all security related incidents involving IRPh staff and eligible dependents;
  • Carry out security evaluations and provide advice on security measures for the residences of staff and offices;
  • Act as the direct focal point for security guards and supervisors in area assigned; Support security guard in solving problems, report daily to supervisor on status;
  • Organise training courses on security issues/awareness and preparedness for staff members as appropriate**EDUCATIONAL QUALIFICATIONS:**

  • Bachelor’s degree in one of the following fields: Social Work or any other related disciplines. Preferably with formal security qualification or security management training.

REQUIRED SKILLS:

  • Experience in incident reporting, incident mapping, compilation of security reports and assessment
  • Experience in training and coaching national staff in safety and security
  • Sound knowledge of humanitarian principles of neutrality, impartiality and independence

REQUIRED EXPERIENCES:

  • 3 to 5 years of relevant working experience in managing safety and security in complex situations, preferably with I/NGOs. Experience working in Cotabato and/or BARMM region is a plus
  • Previous experience of dealing with different I/NGOs, UNDSS, and national and local security stakeholders
  • Specialized training and/or experience in emergency response management.
  • Good understanding of development and humanitarian work is required.

LANGUAGE:

  • Fluent in English and Filipino; familiarity with regional dialects as well as knowledge in using various social media platforms for marketing and advocacy campaigns are an advantage.

DESIRABLE:

  • Sympathetic to organisational values and mission 5 years of work experience at comparable position
