BACKGROUND/RATIONALE:
Islamic Relief Worldwide (IRW) is an international relief and development organization founded in the UK in 1984 that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfill their potential. Working in over 34 countries, it promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. IRW also responds to disasters and emergencies, helping people in crisis by providing them immediate relief and support in rehabilitation.
Islamic Relief started operations in Philippines in 2013 in order to respond to Typhoon Yolanda in collaboration with the Government and UN/NGOs/private organizations. Islamic Relief moved its Country Office to Cotabato City (Mindanao) during 2017 to support local communities in case of disasters and help in efforts of poverty alleviation and overcoming illiteracy by working with government, civil society organisations, UN agencies and I/NGOs.
Islamic Relief is urgently looking to recruit a programme manager for it’s country programme including Sustainable Livelihood, WASH, Education, DRR, Peacebuilding and Emergency response
OVERALL RESPONSIBILITIES:
- The incumbent is expected to provide strategic support to HOP/Country management and close supervision/guidance to project managers in development of new projects and implementation of current programme as per country strategic plan.
- The post holder will provide timely and appropriate guidance to project managers in relation to the project implementation, and offer solutions to problems that arise during the course of time to ensure program meets Islamic Relief Worldwide Quality Standards, CHS and international Codes of Conduct
- Ensure all HQ and donor proposals/reports are submitted on time and meet quality criteria and guidelines
- Advice project teams to develop, finalise and closely monitor the budget and also work closely with the Finance Department to ensure effective financial and budgetary control of the programs, according to IRW’s policy and procedures
- To Assist Senior management by representing IRPh in networking, building relationships with donors, UN Clusters, Government agencies and other INGOs in Philippines
- Ensure visibility of IR program through quality reporting to HQ and contributing to IR webpages and annual reviews.
- Ensure complaints and reporting mechanisms are in place to deal with the issues related to programme activities and safeguarding;
- When delegated, represent IRW to a range of external actors, including beneficiaries and other key stakeholders, such as: local/provincial/national governmental authorities, UN agency, peer organization, I/NGO, Institutional donors and private sector;
- When delegated, represent Islamic Relief in meeting with donors, partner organization and government authorities;
EDUCATIONAL QUALIFICATIONS:
- Masters degree in one of the following fields: Development Studies, International Development, Social Work, Economics, Business Administration or other related disciplines. A first level university degree (Bachelor’s) in a relevant technical field in conjunction with an additional two (2) years relevant work experience may be accepted in lieu of a Master’s degree.
REQUIRED SKILLS:
- Excellent communications skills – able to communicate and report on technical points, both orally and in writing
- Good Programme development and management with knowledge of RBMs, PMD Pro or PRINCE 2
- Good financial management skills in budgeting and cost estimation.
- Ability to manage multiple priorities and work under pressure and meat the deadlines.
- Good interpersonal skills and the ability to work sensitively with people from various cultural/ social backgrounds and team management.
- Problem solving and self-management.
- Excellent programme designing and bid writing skills.
- Demonstrated experience in developing, fostering and working in partnership with local/national organizations.
- Knowledge and experience of Core Humanitarian Standards (CHS). Good capacity building, coaching and training skills for working with external Partner organizations.
REQUIRED EXPERIENCES:
- 7 to 10 years of progressively responsible professional/comparable work experience at the national or international levels in I/NGOs dealing with programme development, planning, implementation, monitoring and evaluation.
- Staff management and supervisory level experience
- Previous experience of managing projects funded by institutional/International donors including SIDA, ECHO, Europe Aid, UN, UKAID, AUSAID, USAID etc.
LANGUAGE:
- Fluent in English and Filipino; familiarity with regional dialects as well as knowledge of using various social media platforms for marketing and advocacy campaigns are an advantage.

- 5 years’ experience at comparable position
