Background

Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.

An Overview of the job

This is a senior and a key post for Puntland of Islamic Relief Worldwide Somalia programs. The post is based in Garowe

The overall purpose of the job is to manage and oversee projects implementation in Puntland by ensuring full compliance to the government and donor regulations, The coordinator also ensures that that project are implemented timely and delivers all the expected results.

The jobholder also represents Islamic Relief to the Government Authorities as delegated by the line Manager. As a member of the senior Management Team (SMT), the jobholder contributes to the strategic and operations plans and ensure that programmes in his/her region are fully aligned with the country and global strategies.

· The coordinator will work in association with CD/RCO and other Area Managers to develop new proposals for fund raising, establish effective network relations with other INGO/UN/Government bodies for collective programming and or in taking leads in advocacy and campaign strategy that you may need to devise

· Program Management (50%)

o Ensure effective operational management of IRW Puntland program through line management of key program staff.

o Ensure that the program is designed, managed and implemented in accordance with IRW policies, strategies, frame works Country Strategic Plan; and applicable donor guidelines

o Ensure that the entire program team from coordinators to the community mobilisers have an in-depth understanding of key policies and approaches such as How IRW Understands Extreme Poverty and all programming emanates fully informed and influenced by these policies and approaches.

o Convene regular program review meetings to take stock of overall program management and learning from the projects.

o Ensure the development and maintenance of Results/Logical Frameworks for the all programs

o Ensure optimal quality and timely submission of reports and proposals for IRW and external Donors via the CD/RCO and RD

o Ensure the program meets high standards in terms of design, implementation, monitoring and evaluation through IRW’s Project Cycle Management System + Accountability and Program Quality Guidelines and PME Framework.

o Undertake monitoring visits to program areas and provide feedback to managers + staff in Puntland and beyond to other regions as and when suggested by CD.

o Preparation of program budgets collaboratively with program and finance staff. Track program expenditure through monthly management and quarterly financial accounts prepared by the finance department.

o Responsible for managing any emergency responses within the program areas.

o Responsibility for identification and assessment of local civil society partner (including networks and INGOs) and subsequent management of the scale and scope of partnership

o Ensure compliance to donor policies, procedures and procurement

· Senior Management Team( 5%)

o Participate in the SMT meetings contributing toward the strategic growth of the organization and ensuring that the strategic decisions are rolled out properly.

· HR management (5%)

o Staffs reporting to you will have monthly, quarterly and annual targets (KPIs) , they will have annual and bi-annual appraisals, through which you will be required to determine training and capacity building needs of your staffs and accordingly you need to plan budget and time for identified training for staffs.

· Security Management (5%)

o Work closely work with the security manager ensuring that security for staffs, partners and IRW properties are ensured as much as possibly through using of the security policies and directives.

· Fund raising (30%)

o You need to allocate at least 30% of your time with senior team and CD to develop funding proposals, meeting strategic partners in Somalia, develop collective proposals aimed at institutional donors. In addition you will need to spend time researching on donors, attending meetings in Somalia and when needed in Kenya. (During the planning, you will allocate budget for fundraising)

· Others (5%)

o As directed by the Line manager

Qualifications, Skills and Experience:

  • University degree or masters in related academic discipline (preferably Business Administration and Management, sociology, environmental sciences or with a degree in Project Management with relevant work experience.
  • Substantial experience (at least 5 years working with a humanitarian/development organisation preferably in Somalia including significant experience in financial management/control).
  • Skills and experience in project/programme implementation, monitoring, review and evaluation preferably
  • Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
  • Solid experience in grant management, including budget holding and donor reporting.
  • Substantial understanding or proven experience of security management issues.
  • Ability to produce high quality reports in English.
  • Representational, political awareness and advocacy skills.
  • Ability to work with limited supervision from line manager.
  • Experience of working with partners and a participatory approach.
  • Fluency in written and spoken English and computer literate.
  • Commitment to and understanding of Islamic Relief aims, values and principles.
  • Willing to live and work in Somaliland regions

Desirable:

  • Experience and/or an interest in working in Somalia in the similar project
  • Ability to communicate in local language is an added value.
