DEPARTMENT / PURPOSE:

MEAL Unit: The MEAL Unit takes the lead in ensuring the quality of our program work and that accountability measures are in place, implemented and followed. The Unit oversees the functionality of the MEAL System and procedures of IRW/IRPh to make sure that all projects are being monitored & evaluated, and that responsible use of power is ensured, including the collection and utilization of lessons from our work.

REPORTING TO: MEAL Manager/Officer IR Philippine Country Office/ Project Officer (Area Office in Iligan City)/

KEY OBJECTIVES

The holder of this position will ensure that the MEAL System is observed in the implementation of the SOAR Marawi Project, thereby ensuring quality and accountability following IRW standards, CHS standards and Donor requirements.

JOB SUMMARY

The MEAL Assistant is responsible in providing support to the MEAL Manager (or Officer) in establishing and managing the MEAL system in the project location. She/he will have to ensure that lessons are captured and shared to inform implementation of current projects and future programs. She/he will assist the MEAL Unit in facilitation the periodic planning and reporting processes of the Project, assist in building the capacities of the staff in monitoring, evaluation and accountability functions. When delegated, she/he will represent IRW in the range of external actors, including beneficiaries and other key stakeholders such as local, provincial, and national governmental authorities, UN agencies, peer organizations, NGOs, CSOs and the private sector.

MAIN DUTIES AND RESPONSIBILITIES

· Organize and facilitate meetings with focused sectors and communities;

· Conduct/assist in assessments and data collection to identify the priority needs in the target areas;

· Communicate feedback from beneficiaries/communities and other key stakeholders to the Project Officer.

· Support and participate in the conduct of trainings and workshops for the community and relevant Government counterparts as planned and required;

· Work according to detailed implementation plans as directed by the Project Officer;

· Delivery of a range project tasks to support community interventions;

· Support the monitoring of project activities and assisting with reporting where required;

· Be familiar and coordinate and work with other agencies including local counterpart staff from the LGU;

· Be familiar with, and ensure the adherence to, the organization’s policies and procedures.

· Abide by the Core Humanitarian Standards (CHS), NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures (IHSAN)

· Facilitate and support disaster preparedness and public information activities identified;

· Assume any other assignment delegated by the Project Officer or Head of Programs.

ACCOUNTABILITIES

· Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor;

· Make decisions on project implementation and its daily management responsibly based on available resources, skills and knowledge of staff and access to affected communities;

· Ensure implementation of locally appropriate and feasible projects in close consultation with local authorities and communities;

· Proper management of financial resources, equipment and project utilities.

· Work in adherence to IR’s policies and procedures.

ESSENTIAL

Qualifications

· A graduate of social science course

· Knowledge of community - based approaches in humanitarian and development settings is desirable.

· Competency with the analysis of contextual information, and developing clear, informed recommendations

Knowledge/Experience

· Technical competence in at least two of the following sectors: Education in Emergencies, Sustainable Livelihoods, WASH, DRR and Peace Advocacy.

· At least 2 years of experience in community development

Skills

· Excellent social mobilization skills

· Competent communicator: able to communicate and report on technical points, both oral and in writing, or simplify complex concepts to the level of the public/non-expert audience

· Excellent people skills: can work with a diverse range of stakeholders; practices open and non-violent communication; familiar with participatory approaches and able to build consensus

· Competent facilitator: able to build collaborative partnerships with local authorities, other humanitarian actors in the area of operation, local religious leaders, local community leaders, local CSOs/CBOs/POs and the general public

· Adequate numeracy skills with knowledge of budgeting and cost estimation, can prepare a Work and Financial Plan

· Problem solving skills: Can resolve urgent issues within the project implementation period within the scope of her/his responsibility

· Self-Management: Ability to manage multiple priorities and work under pressure

Languages

Fluency in Maranawon or other local dialects spoken in the project site

Fluency in English (written and spoken is desirable)

IT SkillsGood IT skills: Knowledge with Microsoft Office, MS Word, Excel, and Powerpoint
