I)KEY OBJECTIVES
The holder of this position will be a proactive individual, keen to support the development of armed conflict affected and vulnerable municipalities and communities of Maguindanao province. With projects covering multiple sectors, IR Community Development Facilitator will be required to be flexible in the conduct of their work and able to take direction to support the priority needs of the host community.
II)JOB SUMMARY
The CDF will assist IRPH in the delivery of projects to individuals, families, communities and partners in IRPH programme locations.
This will include completing a range of tasks to support the planning, preparation, delivery, monitoring, and reporting of programme and project activities at field and office level and serve as liaison between community and the Programme Officer.
III)MAIN DUTIES AND RESPONSIBILITIES
· Organize and facilitate meetings with target communities;
· Conduct/assist in assessments and data collection to identify the priority needs in the target areas;
· Communicate feedback from beneficiaries/communities and other key stakeholders to the Programme Officer.
· Support and participate in conduct of trainings and workshops for community and relevant Government counterparts as planned and required;
· Work according to detailed implementation plans as directed by the Programme Officer;
· Delivery of a range project tasks to support community interventions;
· Support the monitoring of project activities and assisting with reporting where required;
· Be familiar and coordinate and work with other agencies including local counterpart staff from the LGU;
· Be familiar with, and ensure the adherence to, the organization’s policies and procedures.
· Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.
· Facilitate and support disaster preparedness and public information activities identified;
· Any other assignment given by supervisor/manager.
IV)ACCOUNTABILITIES
· Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor;
· Make decisions on project implementation and its daily management responsibly based on available resources, skills and knowledge of staff and access to affected communities;
· Ensure implementation of locally appropriate and feasible projects in close consultation with local authorities and communities;
· Proper management of financial resources, equipment and project utilities.
· Work in adherence to IR’s policies and procedures.
PERSONAL QUALIFICATIONS
Essential:
· A graduate of social science course.
· Knowledge of community based approaches in humanitarian and development settings is desirable.
· Competency with the analysis of contextual information, and developing clear, informed recommendations
Knowledge/Experience
Technical competence in at least one of the following sectors: livelihoods, WASH, DRR and Peace Advocacy.
At least 2 years of experience in community development

· Excellent communication skills - able to communicate and report on technical points, both oral and in writing.
· Willing to be accountable for work conducted.
· Communicates honestly, openly, and consistently. Shares information appropriately and who ensures that views of all members of the team are freely expressed.
· Encourages positive viewpoint.
· Able to build productive working relationships with local authorities, colleagues, and members of other organisations.
· Good numeracy skills with knowledge of budgeting and cost estimation.
· Problem solving skills and self-management.
· Ability to manage multiple priorities and work under pressure.
· Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.
· Willing to adapt to IRW’s norms and values without compromising personal beliefs and principles.
Languages
Fluency in Maguindanaon
Fluency in English (written and spoken is desirable).
IT Skills Good IT skills. Knowledge, Microsoft Office Word and Excel.
