JOB SUMMARY

Islamic Relief Ethiopia has received funding from DfID for a resilience building project to be implemented in Somali region. The project aim is to protect livestock and reduce mortality to strengthen the resilience of 3,000 pastoralist HH (19,800 individuals) to withstand drought shock through five pillars: livestock insurance, disease prevention, DRR technology, water infrastructure and fodder production. The project will be implemented in Hargelle woreda targeting Cid-dhere, Dawacale, Dirinder, Hayir and Sogsog kebeles.

To successfully deliver on the target component of the project, IRE will require a senior project officer who has knowledge, expertise and experience in project management especially in the area of Livelihoods, DRR/Resilience/Integrated WASH/Food security for our DfID Aid Match funded project in Hargelle, Somali region.

MAIN TASKS AND RESPONSIBILITIES

· Develops and maintains a detailed project plan and manages project deliverables in line with the project plan

· Ensures that the livelihood project components are planned, implemented, monitored and evaluated in line with the terms and conditions of the agreement

· Develops strategies that would increase the organisational and institutional capacity of the local community together with its staff

· Provides technical assistance to establish the livelihood resilience of the pastoralist communities in the targeted Hargelle areas

· Compiles and regularly updates the livelihoods data-base at the field office, ensure the filing systems are secured, maintained and up to date

· In collaboration with project staff prepares an annual action and budget plan for the project and ensure that all payments are made as per the rules and regulations of the donor/organisation

· Works with DRR/Resilience specialist on Disaster Risk financing through community-based livestock insurance model

· Provides support and training, coaching and skills development for the project and technical team in-line with innovative components of the project as related to the livelihood components of the programme

· In collaboration with other project staff develops clear monitoring and evaluation plan and tools

· Conducts situation assessment on pastoralist economic conditions and comes with clear recommendation

· Prepares and submits consolidated weekly, monthly, quarterly and yearly plan report in line with monitoring tool

Competences and professional skills

· Proven experience in livelihood activities including income generating activities, food security, resilience and managing risks;

· Understanding of poverty, vulnerability and resilience and inequality in access to resources, assets and services;

· Demonstrates in-depth understanding and knowledge of the current guidelines and project management tools and utilizes these regularly in work assignments;

· Creating synergies through self-control;

· Proven knowledge of and experience with donor funding environment and good financial and project management skills;

QUALIFICATION/EXPERIENCE/EXPERTISE

· Bachelor’s degree from recognized university in Disaster Management and Sustainable Development, Resilience, Agricultural Economics, Dry land Management, Natural Resource Management and related field

· A minimum of six years' professional experience in disaster risk management, with a focus and expertise on livelihood and project management

· Experience working in pastoralist setting preferably in Somali region

· Experience implementing institutional donor grants preferably DfID.
