Philippines: Security Officer (for Filipino Nationals only)

The Security Officer position will be assigned at Islamic Relief Philippines Country Office, Cotabato City, Philippines.

Supervision Received:

The Security Officer reports to the Head of Mission of the Country Office or his/her designate.

Job Summary:

The holder of the position is responsible in ensuring overall safety and security of IRPH staff on official function by conducting proper risk assessment in programme areas and producing a safety and security management plan and contingency plans, as well as building capacities of staff to reduce threats and risks to their safety.

Key Roles/Responsibilities:

Within delegated authorities, the Security Officer will be responsible for the following duties:

· Provide comprehensive review of Mindanao-wide security situation on a daily basis through local media and other sources and advise/brief the supervisor on trends/situation that could affect IRPH operations on a short/medium-term basis;

· Ensure full information received and/or provided when starting/finishing daily period of duty;

· Provide support to the supervisor in investigations, in-depth incident reports and security assessments Mindanao-wide or individually as requested;

· Conduct field trips to support Iligan Field Office or staff in the field at short notice whenever requested by management;

· Be on call 24 hours a day seven days a week to support supervisor and staff as required;

· Liaise and coordinate with the local government security organizations and other appropriate national authorities on all matters relating to the security of IRPH staff members and their eligible dependents and property;

· Maintain the Security Plan up-to-date, including updating lists of staff, and eligible family members; Ensure that fire safety arrangements, plans for fire/building evacuation, relocation/evacuation of staff to a safe haven are updated and efficiently implemented;

· Resolve problems related to relocation/evacuation;

· Maintain Minimum Operational Security Standards (MOSS) for equipment; Assist in developing and implementing MOSS and ensuring that all IRPH offices are compliant;

· Assess the security situation at the duty station, including assessing threats related to the IRPH staff safety, and prepare security reports; Report all cases where staff members and/or their eligible family members have been victims of conventional crimes; Coordinate 24 hours response to all security related incidents involving IRPH staff and eligible dependents;

· Carry out security evaluations and provide advice on security measures for the residences of IRPH staff and IRPH offices;

· Act as the direct focal point for security guards and supervisors in area assigned; Support security guard in solving problems, report daily to supervisor on status;

· Manage maintenance and upgrade of security technologies;

· Organise training courses on security issues/awareness and preparedness for staff members as appropriate;

· Brief newly arrived IRPH staff members;

Expected Results:

Well prepared security reports/assessments and organised records/databases that are put together independently with only general guidance. Well organized work with accurate information and databases; Efficiently supervised team of support staff or work unit to ensure security coverage at all times. Automated alarm and video surveillance systems are managed efficiently; IRPH staff are trained.

Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems. Ability to work with minimum supervision and effectively with people of different national and cultural backgrounds. Ability to work with accuracy under time constraints and pressure; to deal patiently and tactfully with staff members and clients and to have a high sense of confidentiality, initiative and good judgment. Good administrative and supervisory skills; ability to plan and organize work and to train and motivate support staff.

Required Qualifications:

  1. Bachelor’s degree in relevant field;

  2. At least 3 years of relevant working experience in managing safety and security in complex situations, preferably with I/NGOs. Experience working in Cotabato and/or ARMM region is a plus;

  3. Ability to prepare written reports and excellent communication skills;

  4. Demonstrated Crisis Management experience;

  5. Computer literate and adept in the use of Microsoft Office applications;

  6. Willingness to travel at short notices;

  7. Can work well in highly stressful situations;

  8. Able to work flexible hours when necessary to carry out task assigned; and

  9. Fluent in English and Filipino; Fluency in Maguindanaon, Iranon, Maranao and any other dialects in Mindanao is an advantage;
