Background
Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.
Main Duties & Responsibilities
Project implementation and management
· Responsible for direct implementation of the activities including coordinating services provision for vulnerable children and activities related to urban refugee programming in Mogadishu and other offices in south central.
· Coordinate with other agencies on implementation of protection activities such as IDP returns and local integration processes.
· Conduct awareness creation for beneficiaries in Mogadishu , Balcad through meetings.
· Identify cases of multiple protection concerns (Complex) for Best Interest Determinations and Best Interest Assessment.
· Conduct case conference session among the Protection team and develop recommendations on solving protection concerns.
· Provide technical support to child protection and GBV activities in Mogadishu-Somalia.
· Provide trainings to caseworkers on child friendly space management and enhancing child protection mainstreaming across all humanitarian sectors.
· Represent IRS at inter-agency meetings such as the CPWG, GBVWG and HLP WG, when Protection Coordinator is not available.
· Work closely with various actors (such as other agencies, local authorities, etc.) in ensuring that displaced persons have information about and make choices of all durable solution options in a voluntary in nature.
· Conduct and facilitate town hall meetings among the refugees on discussing protection related issues concerning the refugee community in Mogadishu.
· Ensure that protection concerns are included during all stages of planning, implementation and monitoring of activities.
· Follow – up on the activities of the protection work with local partners and local community, to document achievements and address constraints while implementation is ongoing.
· Ensure that expenditures for Protection projects are in line with the allocated budget and according to IRS finance and procurement procedures.
· Work within an agreed work plan and ensure timely implementation of the tasks.
· Oversee and manage individual protection cases, including those on GBV and child protection.
· Participate in relevant needs assessments to inform humanitarian response
· Conduct regular Protection Monitoring among displaced persons and provide weekly reports on protection concerns to inform response.
· Promote and implement effective measures to ensure that vulnerable groups and communities are better protected against violence, exploitation and abuse
· Conduct a rapid assessment to identify protection needs for refugees in Mogadishu, establish baseline and recommend action
· Strengthen existing peaceful coexistence forum (CF), facilitate town hall meetings, establish refugee community support groups and a central committee, and ensure the forums and committees are gender-age sensitive and it has representation from different refugee ethnic groups, the host community, and IDPs.
· Undertake any other relevant duties or assignments as directed by line manager.
Monitoring and Reporting
· Prepare weekly / monthly individual work plans, which after approval by supervisor will serve as guideline for implementation.
· Continuously monitor implementation of protection activities and report on progress, challenges and recommend solutions.
· Participate in all relevant meetings, workshops, seminars and training as directed and provide feedback
Qualifications and Experience
- Minimum Qualification required Bachelor’s degree (holder) in Human Rights, Law, international Development, or related fields;
Experience: At least 3 years’ experience in managing a GBV/ Gender/Protection project
Preferred: Master’s Degree in Law, International Development, Human Rights, Political Science, or related disciples or certificates; additional experience in child protection programming is desired but not essential.
Technical Skills & Abilities:
Professional experience related to GBV prevention and response in conflict and post conflict settings and skills in undertaking conflict analysis;
Knowledge of international humanitarian standards for GBV prevention, protection and response;
Solid experience in training and capacity building experience, particularly using participatory approaches and methods in for training related to different components of GBV programming;
Experience with developing and implementing GBV programmes, particularly monitoring and evaluation;
Knowledge of international best practices, key international policy processes and frameworks related to GBV prevention, protection and response;
Fluency in English and Somali will be an asset.
