Philippines: Project Officer for Peacebuilding (Filipino Nationals only)

JOB PURPOSE:

The holder of this position will fulfill a key role in leading the peacebuilding activities to identified municipalities/communities in Maguindanao province. They will be able to contribute to the transformation of the selected conflict-affected areas into peaceful, resilient and developing communities.

The Project Officer for Peacebuilding will work closely with the Programme Officer and Livelihood Officer to enhance social cohesion and strengthen the community’s capacity to deal with conflict in a non-violent manner and to negotiate with actors of conflict.

SCOPE OF RESPONSIBILITIES

This position holds responsibility for supporting the high quality and effective delivery of peacebuilding projects in the identified communities/municipalities of Maguindanao. These projects are geared to promote the peaceful transition of selected fragile and conflict-affected communities, enhance their resilience to conflict and be able to resolve and manage disputes in a non-violent manner.

With the identification and prioritizing of the most vulnerable persons within the communities in which IRPH is working, the Project Officer will report directly to the Programme Officer and will be responsible for supporting multiple communities in several locations if need be.

He/she will also be responsible for representing the organisation to beneficiaries and external actors, including local authorities and occasionally UN agency, peer organization, national NGO, and private sector staff.

JOB SUMMARY

The holder of this position will fulfill a key role in delivering peacebuilding projects to identified municipalities/communities in Maguindanao province. They will identify and deliver creative solutions in enhancing peacebuilding efforts and initiatives. The Project Officer will work closely with the Programme Officer and Livelihood Officer to ensure the project will contribute to the transformation and strengthened social cohesion of conflict-affected areas in Maguindanao.

MAIN DUTIES AND RESPONSIBILITIES

· Conduct/assist context/conflict analysis targeting a range of potential key stakeholders such as Traditional/religious leaders, women and youth in target areas.

· Utilise a strong knowledge of the local socio-political context, particularly peacebuilding actors, peacebuilding initiatives/projects in Maguindanao, and the local socio-political history to ensure the project is context-sensitive and makes the most of local opportunities to build connections and a more peaceful society.

· Ensure the project will effectively contribute to strengthening of the community’s capacities to deal with conflict in a non-violent manner.

· Provide peacebuilding technical advice and support to the livelihoods officer in the livelihood’s component of this project, such as the procurement of Livelihood related items and the development of vocational training programmes.

· Provide peacebuilding technical advice and support to the disaster risk reduction management components of this project.

· Provide technical guidance on peacebuilding dialogue, negotiation and mediation and train project participants in these skills

· Provide technical guidance on peacebuilding/conflict transformation principles, do no harm and train project participants in these skills

· Lead on the development of a Culture of Peace workshop for government and community leaders and facilitate the workshop with assistance from others in IR Philippines

· Represent IR to project participants, local government officials and affected communities.

· Assist the Programme Officer in ensuring compliance with appropriate financial procedures for all activities in respect with donor requirements and IR procedures.

· Continually review the work delivered and identify additional and/or changing needs of the affected population.

· Provide technical and contextual information for project proposals, monitoring, and reporting.

· Liaise and coordinate with local authorities and community representatives as guided by the Programme Officer.

· Support supervisor/manager to ensure Field Reports are prepared on time and according to donor/organisational requirements.

· Ensure that the project meets national and international standards and is implemented in recognition of international codes of conduct (i.e. HAP and Sphere).

· Conduct monitoring activities and assist with reporting feedback from beneficiaries, affected communities, and local authorities.

· Work closely with IR colleagues to develop a thorough contextual understanding to avoid knowledge and performance gaps.

· Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP guidelines**.** Complete a range of other tasks according to a detailed work plan developed specifically for the Project Officer for Peacebuilding
