Project background

Islamic Relief Humanitarian Department’s (HD) “Strengthening Response Capacity and Institutional Development for Excellence (STRIDE)”, is a two years project with an overall objective to “Improve efficiency and effectiveness of Islamic Relief’s humanitarian response” in Asia region. Key components of the project include enhanced preparedness at country and regional level, comprehensive capacity building initiatives, organizational development of local partners and linkages with regional bodies and specialized institutes.

One of the key components of STRIDE project was ‘Humanitarian Capacity Building’ of Islamic Relief country offices and local partners in ‘semi operational’ and ‘non- presence’ countries in Asia region.

In Islamic Relief country offices

A systematic process of Humanitarian capacity building of Islamic Relief’s country offices, teams and regional Disaster Response Team (DRT) was initiated with a thorough “Preparedness and Response Capacity Assessment” of all the field offices in Asia to identify countries and specific areas requiring technical and financial support. This process led to identification of four countries in the region that were provided Capacity Strengthening Grants against an action plan.

In ‘non-presence’ countries

In order to improve outreach of Islamic Relief’s emergency response in Asia region where IR does not have an existing presence, and in order to strengthen preparedness and response capacity of local actors as part of commitment to https://charter4change.org/, seven local NGOs in four countries were identified where IR either had semi operational presence (Nepal, Philippines and Myanmar) or no presence (Cambodia) at all. Specific tool was utilized to identify preparedness and response capacity gaps and to develop capacity strengthening plans focusing on governance and connectedness, preparedness and systems. Technical and financial support was provided to each local partner based on their specific plans.

Objectives

The activities of the STRIDE project have generated significantly important evidence in terms of tools, methodology and impact which is potentially valuable contribution to the overall humanitarian discourse around “**Disaster Preparedness”, “Humanitarian Capacity Building**” and “**localization**” within the Humanitarian sector. In view of this, a high quality yet brief publication (16 pages) is commissioned to serve as a learning document for international stakeholders including local NGOs, INGOs, UN, Donors, and academia as well as for Islamic Relief family.

Scope

This tender will only focus on documentation/writing of this learning document. Designing and publishing will be out of scope of this consultancy contract. Following are the key tasks:

  1. Methodology for data gathering, designing questionnaires and analysis

  2. Submit draft of evidence based Learning paper for review and feedback.

  3. Submit final product to Islamic Relief Worldwide along with all the supporting and working documents.

Methodology

The methodologies for this project will include (but not be limited to):

  1. Methodology for data gathering, designing questionnaires and analysis

Expected outputs

The consultant is expected to produce:

A 16 page Learning document with all supporting documents i.e. graphs, pictures

project requirements

The following are the project requirements for this piece of work

  1. Sound understanding of current humanitarian environment particularly discourse around “**Disaster Preparedness”, “Humanitarian Capacity Building**” and “**localization**”. Knowledge of and experience in Asia is preferable.

  2. Written or contributed to good quality articles/studies/technical reports (in English language) published in reputable magazines preferably in last three years.

  3. Practical experience of working in the sector with reputable humanitarian organizations preferably on humanitarian issues. Experience of working in Asia is desirable.

Total duration of the consultancy/contract = 30 days between June/July 2018

First Draft of the report to be shared by the consultant with IRW will be after 18 days of commencement of the consultancy.

Final Draft will be submitted to IRW after 25 days of commencement of the consultancy.

Proposal to tender and costing:

Consultants (single or teams) interested in carrying out this work must:

a) Submit a proposal including the following

i. Cover letter outlining a methodology and approach briefing note

ii. CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project

iii. Example(s) of relevant work

iv. The consultancy daily rate

v. Expenses policy of the tendering consultant. Incurred expenses will not be included but will be agreed in advance of any contract signed

b) Be able to complete the project within the timeframe stated above

c) Be able to demonstrate significant experience of evaluation approaches for similar work

d) Completed Appendix 1 (attached)

Terms and conditions

Payment terms for this project would be:

· 50% of the total amount – Upfront costs

· 50% of the total amount – submission of the final report including all outputs and attachments as above

We can be flexible with payment terms


How to apply:

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from June/July 2018 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the HD Operations Support Manager.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter with a company profile(s) and CV’s of all consultants including the lead consultant(s).

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.

Quotations must include the following information for assessment purposes.

  2. Full break down of costs including taxes, expenses and any VAT

  3. References (two are preferred)

  4. Technical competency for this role

  5. Demonstrable experience of developing similar training courses
