South Sudan: HR Consultant/Consultancy Firm needed to Conduct Organizational and Salary review

Islamic Relief Worldwide (IRW) is an international Non-Governmental Humanitarian Organization (INGO) founded in the UK in 1984 with its head office based in Birmingham, UK. IRW’s mission is to contribute to “alleviating poverty and bringing an end to the sufferings of the world poorest population. In this respect, IRW seeks to promote sustainable economic and social development by working with local communities through relief and development programmes as well as responding to disasters and emergencies, regardless of race, religion or gender.

IRW has been working in South Sudan since 2004 and now has three field offices including the country office in Juba. Other offices are located are located in Kapoeta(Narus), Wau and Warrap. IRW South Sudan has a working organogram and salary scale for the national staff which does not include the international staff.

IRW South Sudan is seeking a consultant/firm to conduct number of tasks detailed below. The scope of the work includes but not limited to, Salary and benefits survey, Review and restructuring of the organogram and Revision of the HR manual.

Key Tasks:

  1. Review of Organogram and propose a cost effective and efficient org structure.

  2. Conduct job analysis and review Job Descriptions and evaluation for each position and include the proposed grading in the revised structure.

  3. Conduct Salary survey in South Sudan with similar organizations and recommend revised Salary scale and other benefits according to the revised Organizational Structure..

  4. A revised HR manual fully complaint with the South Sudanese Labour Act and in line with IRW Global HR manual.

  5. Give clear implementation guidelines for consistent and smooth implementation of the outcomes.

Expected Deliverable:

Final report including recommendation and all working annexes (recommended organogram, reviewed and evaluated JDs, recommended salary scale and grades, comparison salary and package of benefits with other organizations, socioeconomic study or brief paper on increasing living standards and its effects on staff living conditions, etc).

Qualifications and Experience:

  1. Solid Experience of 4-5 years in similar tasks

  2. Relevant HR Qualifications and Certifications. Preference will be given to individuals or firms with higher qualifications such as Master in HR and above.

  3. Experience of working for INGOs in similar areas

  4. Experience of working in insecure environment.

a) A description of your proposed approach and methodology for undertaking the assignment which is supported by examples of past relevant work.
b) Description of the main deliverable and milestones related to the assignment.
c) A work plan with a detailed time frame.
d) An up-to-date curriculum vitae (CV).
2) Financial proposal please note that accommodation in Juba will be provided by the IR South Sudan office and also the flights to and from Juba will be paid separately.

Please note that due to the urgency of work the applications will be reviewed on daily basis and selection of suitable individual/firm may take place before the last date.
