Background

Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.

Overall Responsibility

The construction supervisor will be engaged in assisting beneficiary communities in carrying out community needs assessments, community mobilizations, setting of criteria for selection of project sites and beneficiaries, beneficiary verifications after being selected by community leaders / representatives, distribution of equipment, IEC materials or tools to beneficiaries. S/He will be responsible for ensuring provision of Technical support services as to enhance WASH activities in IRW operational areas in Banadir Region

Main Duties and Responsibilities.

• The post holder will be responsible for provision of technical knowledge and guidance on construction/rehabilitation of WASH facilities at all times as deemed necessary, distribution of WASH equipment, IEC materials and tools, conduct community needs assessments, community mobilizations, set criteria for sites and beneficiary selections, verification selected sites and beneficiaries against the set criteria, provision of guidance/techniques to program team and supervisor. Conduct post construction/rehabilitation monitoring to assess viability. Participate in proposal development, program review, LFA analysis and attend WASH related meetings organized by IRW and other organizations. The post holder will be required to conduct assessments, studies related to WASH in project area. Provide guidance on disaster risk reduction measures (DRR). S/he should prepare and submit monthly sector program progress reports. Post holder should archive all program sector documents in hard and soft copies.

Essential Functions

Identify the needs for latrines, toilets, bathrooms or water supply system rehabilitation or construction, specify the work to be performed, partake in the Contractor selection process and supervise the work to ensure that IR standards are respected and that the construction works is completed on time

  • Report the construction progress to your management and update the relevant formats and databases for the construction activities;

  • Monitor the distribution of the NFIs to the beneficiary families identified by the WASH Team

  • Conduct community needs assessments, studies related to WASH projects in liaison with Ministry of Water.

  • Conduct community mobilizations and sensitizations especially when launching of new projects

  • Develop selection criteria for project sites and project beneficiaries

  • Conduct verification exercise on the sites and / or beneficiaries selected by community representatives or leaders.

  • Distribute WASH equipment, IEC materials and tools to selected project beneficiaries.

  • Carry out regular field visits to program intervention sites to check progress.

  • Prepare technical designs and BoQs for construction/rehabilitation of project facilities/structures.

  • Provide technical knowledge on construction/rehabilitation of facilities/structures.

  • Provide guidance on equipment specifications

  • In liaison with logistics prepare and submit purchase requisitions for required items, equipment or tools.

  • Take part in writing concepts, development of proposals, program review and LFA analysis.

  • Participate in the preparation of program work plans.

  • Monitor constantly the viability and progress of constructed/rehabilitated facilities/structures.

  • Prepare monthly program sector progress reports

  • Provide technical support/guidance to other program teams.

  • Provide support on disaster risk reduction measures (DRR)

  • Archive all program sector documents both in hard and soft copies for references

  • Perform any other duties as may be assigned by immediate supervisor

  • Report any type of problem encountered on the field

PERSON SPECIFICATION

• It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Worldwide’ s vision and mission.

Qualifications, Skills and Experience:

• University degree (Bachelor’s degree or equivalent) in Civil Engineering or related area. An advanced diploma in combination with qualifying experience may be accepted in lieu of the first university degree.

• A minimum of three years of progressively responsible experience in Construction and Civil Engineering in INGO, or a related field is required.

• Excellent communication and good team relationship skills
