JOB SUMMARY:
Purpose of the position:
Orphans and Child Welfare Officer in Syria: responsible for the smooth and successful management of the implementation of the orphan's sponsorship project in Islamic Relief Syria, and all related projects for orphans by monitoring and following up the implementation of the project in all its phases and planning and permanent development for its implementation and related projects.
Scope of the role:
The orphans and Child Welfare Officer will supervise the implementation of the orphan's sponsorship project and related projects, the recruitment process, build team capabilities, control budgets, prepare proposals for projects, monitor the implementation mechanism, select beneficiaries, comply with the policies of projects, supervise the transfer of sponsorships to orphans and ensure their receipt and submit the required reports to the headquarters, and the Annual process reports required for sponsored orphans and supervision of the orphan system and related systems.
Main duties and responsibilities:
- Managing and implementing Orphan Sponsorship Programs and related projects that support Orphans as per Islamic relief policy and procedure at the field level.
- Accountable for fulfilling his or her roles and responsibilities in line with Islamic relief values and principles of fairness, humanity, honesty, respect, and fair treatment of his/her colleagues and staff.
- Communication with the internal and external stakeholders such as (IR Turkey’s partners, Local councils, legal persons, and other INGOs, etc.)
- Supervise and manage the orphan’s team, and provide guidance, including skills development through training and evaluating efficiency and performance.
Participate in relevant external and internal meetings, conferences, and workshops to stay informed about best practices and emerging trends regarding orphans’ sponsorship programs.
- Develop and manage the budget for orphans’ projects, ensuring proper allocation of funds and adherence to financial guidelines and monitoring expenditures, and recommend budget adjustments as needed.
- Setting annual, monthly, and weekly operational plans and supervising their implementation.
- Review and update work plans quarterly based on program evaluations, stakeholder feedback, and changing needs.
- Travel between offices to select and train employees, explain project implementation mechanisms, and monitor progress.
- Prepare the necessary forms to implement the projects.
- Prepare concept notes and proposals for new projects, including budget plans related to potential initiatives benefiting orphans.
- Follow up on purchase orders for the orphans projects.
- Monitoring the process of registering orphans to ensure that the criteria for selecting beneficiaries are met through quarterly visits to the families of sponsored orphans.
- Monitoring the stages of orphan registration by supervising the orphan system and other related systems.
- Supervise the uploading and approval of the annual process reports of orphans on the orphan system.
- Supervising orphan transfers and monitoring the process of receiving them.
- Supervise the archiving of data and ensure that the data is kept securely to meet the legal requirements for data preservation.
- Prepare reports, including quarterly and annual reports, and financial reports.
- Preparing and reviewing the operation manual for the projects related to the orphan's department, and contributing to the development of the Orphan’s Sponsorship Program according to the orphan’s policy approved at IRW.
- Organize different events for IR-sponsored orphans within the approved budget limit.
- Any other tasks requested by the line manager relevant to orphan Programs.
Knowledge, skills, and qualifications:
- Must be a graduate from any university, and priority is given to the following departments: development studies, social sciences, psychology, business management, or relevant qualification is desirable.
- Four years of experience in the work of organizations, especially with orphans.
- Ability to respond to a dynamic and changing environment and ability to work under pressure.
- Psychological self-support skills.
- Strong communication, interpersonal & technical skills.
- Proven ability to work independently and as a team member.
- Ability to take initiative if required.
- Ability to multi-task effectively as well as display professionalism and confidence.
- Ability to work under pressure, with short time frames, in risky situations, and an unstructured environment.
- Strong organizational and analytical skills
- Ability to team builder
- Ability to adapt to the challenges and difficulties of fieldwork.
- Ability to communicate effectively with rights holders permanently.
- The ability to travel to other offices of the organization in Syria is highly preferable.
- Understanding of and commitment to safeguarding child safety, and protection from sexual abuse and exploitation principles.
- Work beyond working hours to meet deadlines when required.
- Communication and time management skills.
- Female is required.
Language
- Required to be Fluent in Arabic language written and spoken.
- Required to be advanced in English language written and spoken.
IT skills
- Very Good computer skills are required.
- Proficiency in the internet and search tools.
- Proficiency in MS Office and the ability to use the software necessary for project management and reporting. (Excel and Word are a must).
