IRW also responds to disasters and emergencies, helping people in crisis by providing them immediate support in rehabilitation.

Islamic Relief opened a country office in Cotabato City, Mindanao, in 2017 to support government efforts to respond to disasters and emergencies and to address poverty and illiteracy in the region.

About the Project:

The proposed project intervention titled "Strengthening Livelihood and Climate Resilience for Ligawasan Marsh Communities in Mindanao (L-MARSH) Project" was developed by Islamic Relief Philippines and aims to contribute to the resilience and adaptive capacity of communities in the Ligawasan Marsh area to climate change, natural disasters, and man-made hazards. The project is focused on strengthening livelihoods and enhancing climate resilience in the area, which is an important aspect of climate change adaptation.

The Project’s overarching goal is to contribute to strengthening the resilience and adaptive capacity to climate change, natural and man-made hazards of communities along the Ligawasan Marsh.

The intended outcomes or results that are expected to contribute to the achievement of the Project goal are as follows:

Outcome 1: Resilient livelihoods and improved access to social protection of household’s dependent on the Marshland

Outcome 2: Improved health, hygiene and sanitation in the school within the marshland

Outcome 3: Strengthened natural resource management and biodiversity conservation of the Marshland; and

Outcome 4: Gender responsive community plans, processes and protection mechanisms addressing climate change adaptation, biodiversity conservation and conflict transformation.

This 30-months project will be implemented in 10 communities within the two adjacent Municipalities General SK Pendatun (GSKP) and Sultan sa Barongis, Maguindanao province, BARMM.

Islamic Relief Philippines is looking for Community Development Facilitator (CDF) with specialization on community mobilization, coordination, monitoring and facilitating and with technical lens on Livelihood, Disaster Risk Reduction, WASH, Protection, and Climate Change.

REPORTING TO:Project Officer

About the position:

The Community Development Facilitator (CDF) will lead in the community mobilization and coordination in the specified area for the full implementation of “Strengthening Livelihood and Climate Resilience for Ligawasan Marsh Communities in Mindanao (L-MARSH) Project.

PRIMARY DUTIES & RESPONSIBILITIES:

The key responsibilities of the position include, but are not limited to:

  • Lead in the community mobilization, organizing, and coordination with key leaders in the barangays, for the implementation of various activities of the project.
  • Assist in preparing quality activity designs of activities and projects that are linked to the program goals, end-of-program outcomes, and approved annual plan of the project;
  • Support in organising activities, which may include coordination and liaising with community partners and stakeholders, technical support in managing the day-to-day operations of activities/program, documentation of the proceedings and drafting of activity accomplishment reports;
  • Support the MEAL team in its monitoring activities, which may include providing technical support and organizing surveys, key informant interviews, focus group discussions, and gathering of data and information;
  • Provide support to the drafting of annual work plan and six-monthly progress report;
  • Provide support in conducting the Quarterly Project Reviews, reflection and knowledge sharing sessions;
  • Other duties as may reasonably be required by the Project Officer or Area Programme Manager consistent with the incumbent’s qualifications and experience.

EDUCATIONAL QUALIFICATIONS:

  • Degree in Community Development or related field (desirable);
  • Strong working experience (at least 2 years) in the areas of community and stakeholders organizing, preferably significant experience with livelihood and climate change advocacies.
  • Strong knowledge and understanding of the cultural and economic context of the area neighboring provinces in Mindanao
  • Excellent interpersonal skills and has ability to work effectively with others in a cross-cultural and fragile environment.
  • Excellent written and oral communication skills in English, Tagalog, and local dialect.
  • Proficiency in Microsoft Word, Excel and Office; and
  • Excellent coordination, liaising, and events organizing skills

REQUIRED SKILLS:

  • With technical knowledge and skills in implementing sustainable livelihoods and agricultural production and fishery, protection, and Disaster Risk Reduction and Management – Climate Change Adaptation action.
  • Keen understanding of the humanitarian system, principles and key relief sectors (e.g. strong knowledge of and demonstrated experience with IHL, the Red Cross Code of Conduct, SPHERE, IASC Gender, HAP, Core Humanitarian Standards and understanding and experience of the cluster approach to coordination and response).
  • Previous experience of dealing with Institutional/ International donors and projects
  • Demonstrated experience in developing, fostering, and working in partnership with local/national organizations specific to humanitarian action.
  • Experience in program monitoring and evaluation, including application of SPHERE standards and Core Humanitarian Standard. Good capacity building, coaching and training skills for working with external Partner organizations.

SKILL:

  • Good interpersonal skills including the ability to listen, sensitivity to other peoples’ views and perspectives, and conflict resolution.
  • Experience and excellent program development skills for donors like ECHO, DFID, SIDA etc
  • Strategic leadership skills
  • The capacity to develop and maintain an understanding of and be sympathetic to the social, cultural and political context of the post
  • Ability to represent, liaise and negotiate at different levels (national, provincial and local).
  • Excellent communication skills
  • Knowledge/familiarity/expertise in program areas: e.g. Economic Empowerment/Livelihoods, DRR, Peacebuilding and Education etc.
  • An ability to work under pressure with limited support.
  • Previous experience, Knowledge/familiarity with Mindanao region/country
  • Excellent written and spoken English
  • Good knowledge of Microsoft Word, Excel, PowerPoint, data analysis

LANGUAGE:

  • Fluent in English and Filipino; familiarity with regional dialects as well as knowledge in using various social media platforms for marketing and advocacy campaigns are an advantage.

DESIRABLE:

  • Sympathy and commitment to Organisational values and ethos.
  • Any qualification/certification in humanitarian and disaster risk reduction field will be an added advantage.
